INTRODUCTION:
This position has direct responsibility for overseeing the following: preparation and administration of the Tribal Forest Management Plan, preparation and sale of Tribal timber, preparation of environmental compliance documents, timber sale and permit administration, and project layout and quality control for reforestation, forest development and other silvicultural projects.
In addition, this position supports the Tribal Fire program by serving as a designated fire crew member and may serve in the role of as a Crew Supervisor or Single Resource Boss per the Director’s discretion. Fire related duties include participating in wildfire response, fuel reduction projects, prescribed fire ignitions, holding operations, and mop-up activities to ensure full containment and compliance incident command standards.

Administrative:
- Responsible for Forestry program planning, budget formulation, execution, monitoring, and evaluation.
- Prepares and implements forest management plans for all Tribal timber properties.
- Supervise Forestry staff, including development of work plans, assignment of projects, identification of staff development activities, addressing of grievances, and evaluation of performance.
- Prepares the Forestry and Forest Management Deductions annual budgets and work plans.
- Administers and implements the firewood program including Elder woodcut days.
- Acts as a Tribal liaison with area partners, government agencies, industry leaders, and others to further the goals of the Forestry program.
- Serve as Logging Systems Specialist for Siletz Reservation, including feasibility, design and layout of complex timber sale logging systems.
- Serve as Road Engineer for Siletz Reservation, including location, design, and layout of timber sale logging roads and evaluation and scheduling of road maintenance activities.

- Oversees the design, implementation and processing of timber cruises.
- Cries timber and performs quality control check cruises on work performed by other employees.
- Appraise timber for purpose of sale.
- Prepare Environmental Assessments for all timber sale activities. Serves as interdisciplinary team (IDT) leader and primary writer for NEPA compliance documents required for projects on Tribal Trust timberlands. Solicits input from the Tribal public, Tribal committees, staff specialists, and outside agencies, organizations and public as appropriate. Coordinates NEPA process from start to finish, including project field reconnaissance & design.
- Prepare timber sale contracts, prospectuses and advertisements.
- Prepare road licensing and right-of-way agreements.
- Prepares timber sale maps and other technical drawings using computer software.
- Oversees and documents activities of purchasers and operators on reservation logging units, including performance of logging operation inspections to determine compliance with timber sale contracts and timber cutting permits.
- Receives and accounts for timber sale log scale receipts and certificates on a daily basis during timber sale operation periods. Verifies twice monthly scale reports & summaries and provides documentation to the B.I.A.
- Meets all B.I.A. forestry regulations and timber sale handbook requirements for projects on Trust properties.
- Prepares and administers Timber Sale Check Scaling services.
Forest Manager I:
- May act as Natural Resource Department Director in his/her absence, supervising individuals and their programs.
- Assist with developing, editing and submitting grants that benefit the Natural Resources Department.
- Assist in the development of Memorandums of Understanding/Agreement, along with Good Neighbor Authority and Stewardship Agreements with other federal and state government agencies.
