Position Title

Budget Coordinator

Position Summary

The Budget Coordinator serves as a key financial partner to the Chief Financial Officer and plays a central role in leading the full lifecycle of the College’s budget, including development, implementation, monitoring, and reporting. The role coordinates the college-wide budget development process, ensures compliance with applicable state and federal regulations, and supports long-term financial planning through analysis and forecasting. It also oversees treasury functions and contributes to institutional decision‑making by providing accurate, timely, and strategic financial insights.

Responsibilities
  • Budget Development & Oversight
    • Lead and coordinate the College’s annual institutional budget development process, including establishing timelines, guidelines, and communication with departments.
    • Develop, monitor, and maintain budgets across all institutional funds, ensuring alignment with adopted budgets and organizational priorities.
    • Prepare multi‑year financial projections and scenario analyses to support strategic planning and decision‑making.
    • Compile and prepare budget reports, presentations, and supporting materials for executive leadership, the Board of Education, and college committees.
    • Ensure compliance with Oregon Local Budget Law and other applicable regulations, including required notices, filings, and public reporting.
    • Maintain and publish budget information and documentation for internal and external stakeholders, including accreditation support.
    • Serve as a primary liaison between departments and leadership on budget‑related matters.
  • Financial Planning & Analysis
    • Analyze financial data to identify trends, risks, and opportunities, and provide recommendations to leadership.
    • Partner with Human Resources and Payroll to develop and maintain personnel cost projections, including salaries, benefits, and negotiated changes.
    • Support grant development and institutional planning efforts by providing budget modeling and financial projections.
    • Monitor monthly financial activity and ensure alignment between financial reports and the adopted budget.
  • Treasury & Cash Management
    • Oversee daily cash flow monitoring and ensure adequate liquidity to meet operational needs.
    • Manage transfers between accounts and coordinate funding requests to support college operations and grant activity.
    • Monitor banking activity and account balances to ensure accuracy and identify potential issues or irregularities.
    • Serve as a key point of oversight for financial controls related to cash management and banking transactions.
    • Provide analysis and recommendations to support short‑ and long‑term cash management strategies.
  • Systems & Data Management
    • Administer and maintain budgeting and financial systems, including system configuration, data integrity, and user access to ensure accuracy, accessibility, and effective use of financial data across the College.
    • Coordinate the integration and reconciliation of budget data between financial systems.
    • Develop and maintain tools, reports, and resources to support budget development, monitoring, and decision‑making.
    • Provide training and support to college staff on budget processes, tools, and systems.
  • Compliance, Reporting & Audit Support
    • Support the preparation of financial documentation and work papers for annual audits.
    • Ensure the accuracy, integrity, and consistency of financial data used in reporting and decision‑making.
    • Maintain documentation and processes that support compliance with institutional policies, regulatory requirements, and accreditation standards.
    • Collaborate with finance and operational leaders to ensure consistent financial practices across the College.
  • Other Duties as Assigned
    • Participate in institutional committees and cross‑functional initiatives.
    • Provide financial analysis and support for special projects as assigned.
    • Engage in ongoing professional development to remain current in public sector finance and budgeting practices.
