JOB SUMMARY

This position reports to the Chief Financial Officer (CFO) or designated Finance executive and serves as the senior leader for CCWA’s Treasury function. The Treasurer is responsible for enterprise cash management, investments, debt portfolio oversight, revenue bond financing and refunding/refinancing, grant draw funding, OPEB trust and liability coordination, banking relationships, liquidity planning, flow of funds, and treasury-related financial risk management.

This strategic leadership role protects public funds, supports major capital financing, facilitates debt issuances and debt closings, and coordinates with bond counsel, disclosure counsel, financial advisors, trustees, lenders, banks, and internal legal resources. The Treasurer ensures compliance with the Master Bond Resolution, debt agreements, grant draw requirements, public funds investment policies, and CCWA Finance policies. The role also leads finance-wide internal control improvements for treasury-related touchpoints across cash, debt, banking, investments, payments, reconciliations, and financial reporting.

ESSENTIAL

JOB FUNCTIONS Cash Management & Forecasting
  • Lead enterprise cash management, daily and long-range forecasting, liquidity planning, and funding strategies for operating, capital, debt service, custodial, OPEB, reserve, Rate Stabilization, and Renewal and Extension funds.
  • Oversee receipt and disbursement of funds, interfund transfers, monthly true-up activity, and JDE cash account review to ensure timely accounting, reconciliation, and reporting.
  • Direct grant draws and capital project funding in accordance with grant requirements, reimbursement schedules, and construction draw documentation.
  • Ensure all wire transfers, ACH activity, trustee transfers, debt service payments, and OPEB funding are properly approved, documented, and controlled.
  • Maintain oversight of CCWA's flow of funds, including revenue set-asides, debt service, reserve funding, restricted funds, trustee accounts, and liquidity targets.
Banking & Investment Administration
  • Serve as the primary contact for banking, trustee, investment, custody, merchant services, lockbox, and payment processor relationships.
  • Oversee bank account structure, signer changes, online banking entitlements, ACH fraud filters, positive pay, wire controls, lockbox retention, returned items, chargebacks, and merchant settlements.
  • Invest public funds to protect principal, maintain liquidity, maximize earnings, and comply with law, CCWA's Investment Management Policy, and approved risk tolerance.
  • Ensure protection, collateralization, custody, and safekeeping of all funds, securities, OPEB trust assets, and financial instruments.
  • Oversee OPEB trust activity and support OPEB liability reporting, investment performance, actuarial data requests, GASB 74/75 support, and OPEB Trust Committee reporting.
Debt Management & Compliance
  • Lead debt portfolio management for GEFA, WIFIA, revenue bonds, Series 2025 Notes/line of credit, future take-out/refunding bonds, trustee accounts, and related obligations.
  • Oversee planning, issuance, refunding/refinancing, defeasance, and ongoing compliance for debt transactions, including coordination with bond counsel, disclosure counsel, rating agencies, advisors, and lenders.
  • Maintain compliance with the Master Bond Resolution, supplemental resolutions, debt agreements, covenants, reserve requirements, debt service coverage considerations, continuing disclosure, and trustee requirements.
  • Monitor debt service coverage, principal, interest, unused fees, draws, reimbursements, and trustee/custodial transfers.
  • Advise the CFO and leadership on the annual and long-term plan of finance, rate stabilization, operating reserves, capital funding, liquidity, and debt capacity.
  • Develop and review financial models to evaluate short-term and long-term financing needs, refunding savings, borrowing schedules, and investment strategies.
