- Lead all financial operations for the Interstate Bridge Replacement Program
- Supervise all ODOT staff within the I program and oversee finance staff and related finance consultant contracts
- Partner with ODOT and WSDOT on multi-state budget development, financial planning, forecasting, toll revenue management, grant administration, and federal reporting
- Serve on the I Executive Leadership Team and provide strategic financial guidance
- Build, manage, and update the program finance plan, including forecasting, modeling, and cash flow alignment
- Coordinate financial reporting and compliance with FHWA, FTA, WSDOT, ODOT, and transit agencies
- Bring financial topics to the executive team for program-level decisions
- Collaborate on Oregon and Washington budget processes, bi-state funding packages, and legislative coordination
- Engage elected officials, executives, transportation agencies, and other stakeholders on program finance matters
- Manage grant funding, toll-related financial elements, STIP actions, bonding requirements, and bonding insurance obligations
- Serve as primary liaison to ODOT leadership and elevate issues within the program governance structure
- Work in an office environment with hybrid work options and considerable travel required
- Seven years of management experience in transportation infrastructure development and project delivery; OR four years of management experience in transportation infrastructure development and project delivery and a bachelor's degree in a related field
- Valid U.S. driver license and acceptable driving record
- Experience in program or large project financing as well as financial processes
- Experience in personnel management and conflict resolution
- Demonstrated ability to engage and collaborate with a wide variety of internal and external partners
- Outstanding written and verbal communication skills
- Demonstrated ability to develop and prepare long-term strategic goals and objectives and determine strategic plans
- Must be able to work in the United States; no visa sponsorship offered
- Must be on call 24 hours a day, seven days a week, including holidays

Demonstrates expertise in financial operations management, including budget development, financial planning, and compliance with federal and state regulations. Proven ability to lead teams, engage stakeholders, and provide strategic financial guidance in transportation infrastructure projects.
