About the Committee
The Portland Committee for Community-Engaged Policing (PCCEP) is comprised of 13 community members who volunteer their time to advise the Mayor (as the Commissioner-in-charge of the Portland Police Bureau) and the Portland Police Bureau. The committee independently assesses the City of Portland’s Settlement Agreement with the U.S. Department of Justice (DOJ) and develops policies to advance PPB community engagement efforts. The Settlement Agreement calls for reform of PPB policies and training—particularly regarding the use of force and interactions with people who have or are perceived to have a mental‑health condition.
Responsibilities- Provide recommendations on key areas of concern, including but not limited to reform of PPB policies, to the Mayor, PPB, the Office of Equity and Human Rights, and the DOJ.
- Review and recommend changes to PPB policies related to the DOJ Settlement Agreement.
- Offer ongoing feedback to PPB regarding current and future community engagement initiatives.
- Represent the community at the Court’s annual status conference during the effective period of the Settlement Agreement and assess progress toward its goals.
- Members are required to:
- Learn about the history of the City of Portland’s Settlement Agreement with the DOJ.
- Attend the PPB Community Academy.
- Participate in subject‑matter and board trainings.
- Solicit information and feedback from Portland’s diverse communities through community events such as round tables and town halls, held at least quarterly and open to the public.
Applicants must be at least 16 years old and reside, work, play, worship, or attend school in Portland. PCCEP members cannot be current city employees or have an actual or perceived conflict of interest with the city. The committee has designated seats for youth members aged 16‑23; youth applicants should note this eligibility.
Qualifications and Attributes- Open‑minded and willing to consider other opinions, functioning well in a group setting.
- Impartial and objective in evaluating community concerns.
- Strong communication and listening skills.
- Able to commit to the time requirements outlined below.
- Open to listening to community concerns at public meetings.
- Connected to historically marginalized communities and/or have experience with behavioral health or as a person of color.
- PCCEP at‑large members serve one‑to‑two‑year terms ending August 31; youth members serve one‑year terms ending August 31.
- The committee meets once per month for two hours (currently the third Wednesday of each month, 6‑8 PM).
- Members typically serve on one or two sub‑committees that also meet once per month for two hours.
- Overall, the full commitment averages two to three evening meetings per month, which are open to the public.
As public officials, members must conduct themselves fairly and ethically. Members are required to disclose any potential conflict of interest—financial or otherwise—to the committee. Disclosure does not preclude service.
Meeting FormatMeetings are currently held remotely. In the future, the format may be fully remote or a hybrid of remote and in‑person sessions. The exact location may change as circumstances evolve.
Terms & ConditionsAs the City of Portland transitions to a new governance structure, advisory bodies may experience updates and changes. Terms may be shorter than those listed above.
