Senior Contract Support Specialist / Team Lead
Quality Innovation, Inc. (Qi2) | Full-Time | Remote
Position Summary

Quality Innovation, Inc. (Qi2) is seeking an experienced Senior Contract Support Specialist / Team Lead to provide senior-level Federal acquisition support and leadership for a Department of Veterans Affairs contracting-support program.

The Senior Contract Support Specialist will provide comprehensive cradle-to-grave acquisition support for complex Federal procurements while providing leadership, technical direction and guidance to Mid-Level Contract Support Specialists.

Required Qualifications

Candidates must possess:

  • Bachelor's degree in any field.
  • At least 24 semester hours in qualifying business/acquisition disciplines.
  • Minimum 5 recent years within the last 7 years providing comprehensive and complex Federal acquisition support.
  • Extensive pre-award and post-award acquisition experience.
  • Demonstrated ability to support acquisitions regardless of acquisition type or dollar value
    .
  • Demonstrated acquisition experience involving contracts greater than the Simplified Acquisition Threshold (SAT).
  • Extensive knowledge of the FAR, VAAR and other applicable Federal acquisition regulations and policies.
  • Demonstrated leadership and technical-direction experience.
  • Excellent writing and time-management skills.
  • U.S. citizenship.

The PWS specifically requires the Senior candidate's resume to demonstrate complex acquisition support, pre/post-award activities and contracts above the SAT.

Acquisition Certification / Training

Candidates must demonstrate one of the following, as applicable under the PWS:

  • FAC-C Level I, II or III;
  • FAC-C Professional;
  • DAWIA Level III in Contracting;
  • Courses leading toward an applicable acquisition certification;
    or
  • Completion of commercial courses equivalent to certification.

The applicable certification/training must be clearly identified on the resume.

Senior-Level Responsibilities

Responsibilities may include:

  • Provide leadership and technical direction to acquisition-support personnel.
  • Review work products prepared by Mid-Level personnel.
  • Support complex cradle-to-grave Federal acquisitions.
  • Develop and evaluate acquisition strategies.
  • Advise COs, Contract Specialists, requiring activities and technical personnel.
  • Review complex requirements packages.
  • Develop/review SOWs and PWSs.
  • Conduct market research.
  • Develop/review IGCEs.
  • Conduct cost and price analyses.
  • Develop and review solicitations, amendments, awards and modifications.
  • Support complex source selections.
  • Refine source-selection evaluation criteria.
  • Analyze difficult contracting issues and recommend alternative courses of action.
  • Support negotiations and price-reasonableness determinations.
  • Administer contracts and monitor performance.
  • Support QASP monitoring.
  • Develop contract modifications and option actions.
  • Support termination and closeout activities.
  • Conduct gap analyses.
  • Coordinate acquisition requirements across multiple customers, locations and service lines.
  • Ensure procurement documentation complies with FAR, VAAR and agency policies.
  • Provide mentoring, guidance and quality review to acquisition-support personnel.

The SCS is expected to possess the MCS capabilities plus leadership, technical direction, complex-problem-solving, source-selection and strategic acquisition capabilities.

Specialized Experience
Candidates should clearly identify any experience in the following areas:
Construction / Architect-Engineering Acquisitions
  • Federal construction contracting.
  • Architect-Engineering procurements.
  • Construction/A&E solicitation packages.
  • Construction contract administration.
  • Modifications, change orders and claims.
  • Experience with FAR Parts 14, 15, 36 and 43
    .
  • Application of Federal laws and regulations governing construction and A&E contracting.

The PWS specifically identifies these areas for SCS specialized construction/A&E experience.

Complex Services Acquisitions
  • Large or complex service contracts.
  • Healthcare services.
  • Professional/technical services.
  • Performance-based acquisitions.
  • Multi-site or enterprise requirements.
  • Complex cost/price analyses.
  • Source selections.
  • QASP/performance monitoring.
  • Strategic acquisition planning.
Federal Leasing
  • Federal lease acquisitions.
  • Lease solicitation and award support.
  • Lease administration.
  • Lease modifications.
  • Market analyses.
  • Price/cost evaluation.
Systems
