INTRODUCTION

Under supervision of the Planning Director, the Emergency Preparedness Manager is responsible for planning and managing disaster response and crisis management activities, disaster preparedness training, and in preparing emergency plans and procedures for natural (e.g., hurricanes, floods, earthquakes), wartime, or technological (e.g., nuclear power plant emergencies or hazardous materials spills) disasters or situations. Activities will include partner outreach and development, data management and analysis, research and grant writing.

Incumbent should have strong organizational, communication, and leadership skills with the ability to work collaboratively across departments and cultures. Knowledge of FEMA’s National Incident Management System (NIMS), Incident Command System (ICS), and HSEEP. Strong communication, organizational, and leadership skills. This position serves as a member of the Safety Committee.

DUTIES

The Emergency Preparedness Manager will develop an Emergency Management program which complies with the National Incident management System (NIMS). Responsibilities include, but are not limited to:

  • Maintain and update the Emergency Operations Plan, which guides response operations in the event of a natural or technological disaster.
  • Update the Tribe’s disaster mitigation plan and propose development of identified mitigation projects.
  • Provide staff support to the Emergency Management Preparedness Team (EMPT), scheduling, facilitating and documenting team meetings.
  • Establish and train a Community Emergency Response Team in the NIMS.
  • Update annual plan to set training goals for all staff and the EMPT; document training levels with HR.
  • Develop, design and coordination of exercises designed to prepare the Tribe and other local entities for their response to a disaster or mass-casualty event and to ensure the Tribe is National Incident Management System (NIMS) and Homeland Security Exercise Evaluation Program (HSEEP) compliant.
  • Serves as Tribe’s liaison to local, state, and federal agencies to facilitate planning, resource exchange, coordination and response efforts.
  • Develop and manage budgets for emergency preparedness efforts. Pursue additional funding sources through grants and related appropriations available at the local, state and federal level.
  • Coordinate the EMPT in identification and acquisition of appropriate medical and food supplies for proposed community shelters. Includes annual review to identify and replace damaged and expired supplies.
  • Create and annually update database of personnel, equipment, and supplies available to the Tribe in the event of an emergency.
  • Work with EMPT staff and other agency response to develop protocol for dispatch to emergency incidents.
  • Attend meetings, conferences and workshops related to emergency management to learn new information and to develop working relationships with other tribes, agencies and stakeholders.
  • Maintain all relative statistics and financial documentation on emergency incidents for reimbursement of costs.
  • Responsible for responding 24/7 to assist the EMPT during an incident or event.
REQUIREMENTS

TL: 124 - Bachelor’s degree in Emergency Management, Public Administration, Geography, Tribal Governance, Homeland Security or related field, and two years of supervisory experience, and at least partial/successful completion of National Incident Management (NIMS)/ Incident Command System (ICS) training levels ICT 100, 200, 300, 400, 700, 800. Military experience may substitute the higher education requirement. Incumbent may advance to TL 125 and same step upon two years of satisfactory experience and evaluations.

TL: 125 - Master’s degree in Emergency Management, Public Administration, Geography, Tribal Governance, Homeland Security, or related field, and two years of supervisory experience. Minimum of 3 years of emergency management or disaster preparedness experience.…
