Senior Vice President, Finance
This position is responsible for building, oversight, and growth of a customer centered Finance organization. Areas of oversight include accounting, financial reporting, financial planning, actuarial analysis, rate development, risk revenue, and procurement. Primary duties include strategic leadership, planning, and relationships, financial management and guidance, and development and oversight of effective teams.

Technical/Strategic Leadership Provide strategic leadership across financial functions in support of Medicaid, Medicare, and other populations. Liaison with transformation planning team, on topics including roadmap development and goal prioritization. Identify and oversee financial investments and costing decisions aligned with organizational strategic priorities. Ensure effective operations and measurements, including compliance and regulatory reporting of required activities under contract. Oversee effective execution of the organization’s budgeting and forecasting activities, actuarial analyses, accounting operations, financial reporting, risk adjustment and procurement functions.
Support emerging opportunity assessments involving the creation or onboarding of new organizations or new strategic partnerships. Advise executive leadership on emerging market trends and best practices for financial operations. Promote a culture of continuous improvement, service, and accountability while developing staff and leaders. Serve as Executive Sponsor for key projects and initiatives.
Strategic Planning Actively and regularly participate in strategic planning and collaboration at the organizational level. Provide counsel to the organization’s executive leadership on short- and long-term planning. Lead the development of vision and goals for areas of oversight. Maintain a deep understanding of Care Oregon operations and strategic functions, their strengths as well as internal or external threats.
Financial/Resource Management Develop, propose, and oversee budgets in alignment with strategic planning and organizational needs. Counsel on financial and labor allocations across the organization, including people, finances, and timelines.
Relationship Management Develop, implement, and manage strategic relationships with stakeholders. Ensure strategic messages are regularly and effectively relayed to appropriate internal and external stakeholders. Collaborate with other departments in the development and implementation of new care models that require ongoing clinical support and innovation.
Employee Supervision Direct team(s) and establish team direction and goals in alignment with the organizational mission, vision, and values. Identify work and staffing models; recruit, hire, and oversee a team to meet work needs, using an equity, diversity, and inclusion lens. Identify department priorities; ensure employees have information and resources to meet job expectations. Lead the development, communication, and oversight of team and individual goals;
ensure goals, expectations, and standards are clearly understood by staff. Manage, coach, motivate, and guide employees; promote employee development. Incorporate guidance from Care Oregon equity tools into people leadership, planning, operations, evaluation, budgeting, resource allocation, and decision making. Ensure team adheres to department and organizational standards, policies, and procedures. Evaluate employee performance and provide regular feedback to support success; recognize strong performance and address performance gaps and accountability (corrective action).
Perform supervisory tasks in collaboration with People and Culture as needed.
Minimum 10 years of related experience, including emphasis in the areas of strategic leadership, financial management, relationships and building effective teams
Minimum 5 years of experience in the managed care or healthcare industry
Preferred Minimum 5 years of experience in a supervisory position
