We have an exciting career opportunity to support the Land & Air Defense Systems (LADS) business as an experienced Global Trade professional. This Expat position will serve as both Raytheon Polska’s Global Trade Manager and LADS Empowered Official for Global PATRIOT and LTAMDS programs in Poland.
The role entails preparing and submitting U.S. export licenses, providing strategy and guidance on the application of U.S. Government Export/Import Regulations (ITAR, EAR, U.S. Customs and Border Protection Regulations, and applicable Polish and European regulations), partnering with product areas within Raytheon on license strategies, and ensuring Raytheon Polska is compliant under all relevant export regulations. The assignment is a 2‑year international deployment to Warsaw, Poland, with additional compensation and emoluments.
The Global Trade Manager reports to the Global PATRIOT and LTAMDS Global Trade Associate Director for the LADS Strategic Business Unit.
- Serve as Empowered Official and Global Trade Manager, supervising a team of Global Trade professionals.
- Develop export and import strategies for international marketing, sales, support, procurement, and manufacturing of defense and dual‑use articles.
- Create licensing plans and provide guidance for complex licensing strategy and program planning.
- Prepare, submit, track, obtain and manage all U.S. government export and import licenses, permits, and certifications (including Technical Assistance Agreements (TAA) and Manufacturing License Agreements (MLA)).
- Work closely with internal customers to develop approvals that allow efficient export of technology, technical data, hardware, and services.
- Ensure review of effort scope with applicable functions, stakeholders, and foreign parties prior to submission.
- Obtain signed agreements and required documents from foreign parties (e.g., DSP‑83s, ITAR NDAs).
- Provide status updates to programs and stakeholders; review approvals to ensure execution and deliverables are considered.
- Manage day‑to‑day execution of agreements and licenses, ensuring compliance with all activities under the agreements.
- Monitor authorizations for any changes affecting the licenses and take action upon knowledge of changes.
- Assure regulatory compliance through review and approval of foreign travel, foreign visits, and export/import transactions.
- Manage and maintain Raytheon Polska’s exports, imports, re‑exports, and re‑transfers, including reviewing all non‑U.S. export activities, releasing technical data, and managing hardware and services.
- Maintain applicable trade compliance records in accordance with regulatory requirements.
- Contribute to learning and audit assessment programs to ensure the implementation and effectiveness of internal controls.
- Partner with other RTX offices in the region.
- Identify and report compliance concerns, correct errors, and implement corrective actions to resolve problems.
- Communicate complex U.S. GT laws/regulations and their application to Raytheon Polska and European customers/suppliers.
- Become proficient in local Polish and European export regulations.
- Support management in investigating and resolving compliance matters, audits, and investigations.
- Apply international trade regulations to real‑life situations to enable international business support for programs.
- Handle complex licensing issues (permanent and temporary export licenses, temporary import licenses, re‑exports, re‑transfers).
- Develop and deliver training for employees engaged in international business activities.
- Act as a knowledgeable resource for all export/import licensing personnel and recruit and lead professional development of high‑performing GT licensing staff.
- University degree with a minimum of 10 years of relevant experience, or advanced degree with a minimum of 8 years of experience.
