SummaryThe Level II (Junior) acquisition support personnel, which is equivalent to the skills and experience expected of a GS-11 to GS-12 Contract Specialist, must be capable of supporting cradle-to-grave federal acquisitions across Construction, Architecture & Engineering (A&E), Supplies, and Services. This support will cross the IA enterprise but will primarily support the Division of Water and Power, under the Office of Trust Services.
The Acquisition support personnel must possess foundational experience in federal contracting sufficient to work semi-independently while still operating under the oversight of senior acquisition officials.
This is a remote position, but travel may be required.
ResponsibilitiesEssential Job Functions:
- Construction, A&E Services, Supplies, and General Services: Provide advice, recommendations, drafting, and document support to multiple offices in all areas of acquisitions, program management, and requirements development with a focus on Construction, A&E Services, Supplies, and Service acquisitions. Provide all necessary support, by working with BIA, BIE, AS/IA, and other Government customers, in a team environment, to review draft documents and assist customers to the extent necessary to produce executable acquisition strategies, contractible requirements, Statements of Work, and sound Independent Government Cost Estimates (IGCE).
Coordinate with their client agencies on all requirement support services. Develop and use a system to accurately track and maintain information on Taskers and Requests for Information, keep track of and remind customers of suspenses, and coordinate with customers for current information to update status. - Statements of Work/Specifications/Requirements Documents: Prepare pre-award documents such as Determinations and Findings (D&F), Single Source Determinations, Limited Source Determinations, and Justifications for Other Than Full and Open Competition (JOFOC) and other necessary contract file documents. All final decisions will be made by appropriate Government personnel. Guide the customer through the evaluation process and prepare written documentation to support either informal or formal evaluation procedures.
Guide evaluators, with guidance from the CO, to identify pre-negotiation objectives and assist the CO with discussions with offerors. - Acquisition Strategy Support: Provide advice and recommendations for all elements in acquisition plans—including approaches, options, strategies, risks, contracting methods, competition, sources, cost, and milestone schedules—for Construction, A&E, Supplies, and Service acquisitions. Research existing Government-wide contracts for available products and services. Evaluate different approaches to and sources for acquisition support. Research available suppliers and compare the services and costs of obtaining support from different providers.
Assist with Economy Act applicability determinations. - Independent Government Cost Estimates (IGCEs): Assist program offices in preparing IGCEs for Construction, A&E, Supplies, and Service requirements. Assistance may include research and analysis…
