We're looking for an experienced Construction Surveillance Technician
, to join our SOC National Intelligence Division team! The Construction Surveillance Technician (CST) provides physical and technical surveillance of construction activities within sensitive government facilities to prevent unauthorized access, technical penetrations, or security compromises. CST personnel monitor construction materials, personnel, and work processes to ensure compliance with SCIF construction security standards, support the enforcement of Construction Security Plans (CSPs), and maintain continuous oversight of secure construction environments.
Position requires an active TS/SCI clearance. A CI Polygraph is acceptable pending receipt of a Full‑Scope Polygraph, consistent with contract requirements and government approval. U.S. or Naturalized citizenship is required. This position is contingent upon contract award. It is located at Camp Williams, UT.
- Monitor construction activities, personnel, tools, and materials for compliance with SCIF construction security requirements; maintain surveillance to detect anomalies or deviations from approved specifications.
- Detect, document, and report suspected technical penetrations, clandestine devices, or unauthorized modifications to facility structures, systems, or materials.
- Support the Government Site Security Manager (SSM) in enforcing the Construction Security Plan (CSP); identify security deficiencies and recommend corrective actions.
- Conduct inspections and close‑in inspections of inspectable spaces (e.g., walls, slab pours, concrete placements, raised floors) to verify integrity and compliance with TEMPEST/SCIF requirements.
- Monitor and support screening procedures for uncleared personnel, ensuring they remain under proper escort and adhere to CSP restrictions and safety/security protocols.
- Perform off‑site inspections of pre‑fabricated materials as assigned, including availability for night and weekend work; complete daily reports documenting construction security findings, metrics, and anomalies.
- Understanding of SCIF construction requirements, CSP enforcement, and secure construction protocols.
- Ability to identify improper construction practices, unauthorized penetrations, or deviations in structural/security components.
- Strong analytical skills to interpret construction drawings, recognize anomalies, and detect security concerns.
- Ability to collaborate effectively with SSMs, CST teams, and construction personnel.
- Ability to stand for extended periods, lift 25 lbs., and meet government physical/medical requirements.
- Ability to document findings clearly and maintain accurate daily reports and inspection logs.
- Professional communication skills for interacting with government representatives and contractor staff.
- Understanding of SCIF construction requirements, CSP enforcement, and secure construction protocols.
- High School Diploma or GED required.
- Active TS/SCI clearance with Polygraph, CI Poly acceptable with CCA approval pending Full‑Scope Polygraph, consistent with contract requirements. Must maintain eligibility.
- Department of State CST Certification (or equivalent), Required before performing CST duties on site.
- Government‑Approved CST Training, Includes construction surveillance, technical penetrations, and security module training; annual recertification required.
- 3+ years combined construction trade experience, Experience in at least two (2) of these listed trades:
Carpentry, Electrical, Plumbing, HVAC, Sheet Metal, Welding, Drywall, Concrete/Masonry, Excavation. - Prior work in protective security, surveillance, inspection, or cleared construction environments.
- Valid State‑Issued Driver’s License, 18+ years of age.
In compliance with this state’s pay transparency laws, the hourly pay range for this role is $20.00–$32.00.
