This position is responsible for providing independent daily administrative/secretarial support for the Chief of Administration (COA)/Public Disclosure Officer (PDO) for the King County Department of Adult & Juvenile Detention (DAJD), and other administrative staff as needed. Selected candidate will have delegated authority to handle many daily administrative duties for the COA; will maintain knowledge of division projects; keep the COA apprised of current and potential issues and problems;

and maintain confidentiality of sensitive and controversial communications. This position will also serve as public disclosure coordinator for the department performing a variety of complex, technical, paraprofessional legal, and investigative work in support of the COA/PDO, including responsibility for conducting and coordinating legal research and analysis in the administration of Public Disclosure Requests (PDR's).

Additional consideration will be given to internal candidates (regular King County employees) who meet the minimum qualifications; 5 points added to each phase of the selection process.

WORK SCHEDULE

This is a 40-hour workweek, overtime eligible position, subject to the provisions of the Fair Labor Standards Act; this position is overtime eligible. The current daily schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m. Candidates are required to be available to work additional hours, which may include evenings and weekends as needed.

Will perform a wide range of functions including, but not limited to, the following:

  • Review incoming correspondence and emails for the COA; prepare responses as appropriate. Route memorandums and letters to department staff, as appropriate. Ensure timely responses through the maintenance of a tracking system.
  • Ensure/maintain the confidentiality of sensitive information in all forms (verbal, written and electronic).
  • Convey COA directions and instructions to subordinate staff of the COA.
  • Maintain the COA’s schedule including resolving meeting conflicts, setting schedule priorities, seeking input from COA as needed, etc.
  • Answer the COA’s incoming telephone calls. Respond to questions, take messages, route and screen calls. (The COA’s number is one of the few published numbers, as such, the COA receives many calls from the public; this position would assist in either providing a response or directing callers to the appropriate person in the organization.
  • Receive, coordinate, and process responses to public disclosure requests (PDR's) for the COA/PDO.
  • In response to public disclosure requests, must be able to independently review large quantities of records and documents – redact, withhold and deny information as necessary per King County Public Disclosure Policies and Procedures.
  • Review PDR documents and responses with attorneys and county public disclosure officer as necessary.
  • Draft responses to PDR's as appropriate for the COA/Public Disclosure Officer signature.
  • Must be comfortable with and willing to make decisions related to the coordination and management of public disclosure requests in accordance with established King County Public Disclosure Policies and Procedures, including but not limited to:
    Processing/completing/ responding to a high volume of requests, determining requests which can be responded to, vs. those that are confidential, determining what to redact within requested documents, when to ask for help, who to ask, what questions to ask, identifying and resolving potential issues, determining priority responses (i.e. is this a major PDR or a minor one, who needs to be informed), etc.
  • Log/track all PDRs, maintain a PDR tracking system and update it on a regular basis and in a timely manner.
  • Keep PDR requestors up to date on the progress of requests.
  • Format standard requests on search terms and dates of search responsive to PDR and send to appropriate personnel. Follow up with appropriate personnel in order to provide timely response to PDR's.
