Accounting & General Services Specialist I/II/III - HHSA/Fiscal

Glenn County is located in the United States about half way between Sacramento and Redding in Northern California. Glenn County is primarily an agricultural community with mountains on the west, the Interstate 5 corridor taking you through rich farm land, and the Sacramento River bounding the east side of the County.

With over 1,188 farms, agriculture remains the primary source of Glenn County's economy. Major commodities include rice, almonds, milk products, prunes and livestock. Glenn County was incorporated on March 5, 1891. The County seat, Willows, was created on March 11, 1891. Glenn County was developed out of the northern portion of Colusa County and was named for Dr. Hugh J. Glenn, who was the largest wheat farmer in the state during his lifetime, and a man of great prominence in political and commercial life in California.

Glenn County has a population of 28,122.

This position is located in the Fiscal Unit of the Health and Human Services Agency and performs a variety of technical administrative, fiscal, and accounting procedures, including preparation and auditing a variety of financial records. This position will require thorough knowledge of accounting terminology and procedures. The position is full-time, and scheduled for forty (40) hours per week.

WHAT YOU’LL DO

  • Maintains journals and general ledgers of financial transactions and prepares analytical reports
    on revenues and expenditures. Independently performs technical audits based on analysis and
    interpretation of financial information.
  • Enters data into computer systems and maintains information systems database; processes transactions, assesses and validates data, compiles documentation, reconciles reports.
  • Prepares expenditure and revenue claims and routine periodic accounting reports.
  • Verifies and reconciles various information, reports, journals or related fiscal and statistical data.
  • Checks documents for validity and accuracy of information; collects, records, files, and distributes related paperwork.
  • Reviews source documents for compliance to rules and regulations; determines proper handling
    of financial and technical transactions within designated limits.
  • Processes complex accounting and financial transactions in compliance with all applicable
    federal, state and county rules, regulations and ordinances.

The ideal candidate will have the knowledge of principles of accounting and the ability to audit a
variety of financial documents, effective customer service skills, effective business communication,
including the development of correspondence and reports. This person will have the ability to
reconcile accounts and process a variety of accounting and financial transactions.

MINIMUM QUALIFICATIONS

EXPERIENCE:

I - Two (2) years of full-time experience performing advanced journey-level clerical, secretarial or administrative support work. OR Education

II - One (1) year of full-time experience performing the duties of an Accounting & General Servies Specialist I in the County of Glenn. OR Three (3) years of full-time experience performing advanced journey-level clerical, secretarial, or administrative support work.

III - Two (2) years of full-time experience performing the duties of an Account & General Services Specialist II in the County of Glenn. OR Four (4) years of full-time experience performing advanced journey-level increasingly responsible clerical, secretarial, or administrative support work.

EDUCATION:

I - Equivalent of two (2) years (60 semester or 90 quarter units) of coursework in business administration, public administration, personnel, statistics, economics, accounting, or a closely related field from an accredited college or university.
