SUMMARYResponsible for all aspects of multi-state and multi-company payroll processing, including but not limited to researching and resolving pay issues with employees, reconciling payroll accounts, streamlining and automating processes to ensure efficiencies through growth; regulatory reporting and compliance; payroll processing including but not limited to electronic, computer and paper file maintenance, payroll transmission, payroll balancing. Manage Payroll Department and work cooperatively with Accounting, Human Resources, and Operations as necessary.
ESSENTIALDUTIES & RESPONSIBILITIES
- Manage and guarantee weekly disbursement of multi-state payroll, including garnishments, benefits, and taxes consistent with federal and state wage and hour laws.
- Ensure payroll conformance to Company standards, labor agreements, generally accepted accounting principles and tax regulations.
- Responsible for oversight of daily data entry within PR for all locations.
- Provide direction to payroll staff in maintaining payroll data and information integrity, efficient day-to-day operation and production schedules. Also responsible for performance management and development of direct reports.
- Manage payroll tax function to ensure compliance with all federal, state and local regulatory reporting requirements. Ensure that quarterly multi-state and federal tax filings, annual reporting, and W-2s are completed on a timely basis.
- Process special payments to include incentive and severance payouts.
- Audit payroll entries processed by direct reports.
- Responsible for resolving payroll-related site issues and pay issues with employees.
- Recommend changes to and assist in the development and implementation of procedures to optimize business processes.
- Prepare and file Certified Payroll and Union reports.
- Personally process special payrolls for Executive staff.
- Oversee 401(k) plan transactions and processing.
- Prepare third-party sick pay, relocation, and garnishments transactions.
- Update and troubleshoot payroll and time reporting software.
- Reconcile payroll accounts to general ledger accounts.
- Critically review and analyze current payroll, benefits and tax procedures in order to recommend and implement changes leading to best-practice operations.
- Continually learn new processes, systems, and changes in wage and tax laws.
- Audit W-4s, payroll balance sheets, YTD earnings, etc.
- Communicate actively with Operations, HR and Billing to review cross-departmental impacts and reconcile data sharing.
- Manage regular preparation of relevant management reports, including weekly, monthly, quarterly and year-end reports (gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions, jury duty pay, etc.).
- Responsible for overseeing the maintenance of all payroll-related records, filing tax reports and voluntary deduction reports, balancing and controlling earnings and deduction totals, processing involuntary deductions such as levies and garnishments, preparing accounting transactions and documents.
- Prepare various accounting papers, schedules, exhibits, and summaries related to payroll.
- May calculate deductions for group health, life, and disability insurance premiums and communicate to employees and payroll staff.
- Post payroll data and prepare routine reports and/or payments to government agencies, insurance companies and others.
- Calculate and process special checks, review, edit and make corrections and adjustments as needed.
- Oversee the posting of hours worked by examination of timecards, time sheets, or electronic media. May also be responsible for calculation of overtime, incentive pay, shift differential, etc.
- Responsible for training staff in-house and at sites.
- Maintain regular and punctual attendance.
- Perform other duties as assigned.
Supervise Payroll Staff. Supervise that policies & procedures are followed within the Payroll Department.
MINIMUM QUALIFICATIONS- Bachelor's degree from four-year college or university OR five (5) to ten (10) years of related experience and/or training.
