DOH – Orange is a tobacco free agency.

This independent position reports to the Emergency Operations Program Manager and supports Florida Department of Health in Orange County. Responsibilities include facilitating responses to natural and human events, managing special needs shelter activities, dispensing medical countermeasures and vaccines, volunteer coordination, outreach, and emergency events. Additional duties involve assisting with bioterrorism response, developing and implementing the Local Distribution Site plan and training program, maintaining inventory and supplies in the disaster warehouse, resupplying for training and outreach, purchasing for the Training and Preparedness Program, preparing reports and documentation, providing general preparedness support, and responding to disaster and emergency events.

The role may require evening, weekend, holiday, or emergency deployments, as well as work in other counties on short notice.

• Proficiency in Microsoft Office (Excel, Word, Outlook, PowerPoint), TRAIN, HMS, People First, and Internet navigation.
• Driving and operating larger vehicles or trailers (van or bus) without a CDL license.
• Experience using warehouse equipment such as pallet jacks, forklifts, generators.
• Basic leadership principles and problem‑solving skills.
• General office procedures, correct grammar, basic arithmetic.
• Knowledge of Incident Command System, NIMS, and emergency management principles.
• Ability to establish effective working relationships with internal and external customers.
• Knowledge of safety procedures for maintenance and repair work.
• Planning, organizing, coordinating work activities, and following instructions.
• Preparing reports and correspondence; effective oral and written communication.
• Working independently under stressful situations.
• Work outside normal business hours and travel.

• Experience maintaining emergency preparedness equipment and routine equipment maintenance.
• Documented experience writing and updating emergency operations plans, policies, protocols, or SOPs.
• Minimum 1 year experience developing and maintaining partnerships with public, professional, and voluntary agencies.
• Experience planning, creating, and conducting exercises or drills (preferred).
• Willingness to work daily in‑office or field work and flexible schedule including evenings and weekends.
• Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook.
• Current valid driver’s license and readiness to obtain Emergency Vehicle Operating Certification within 6 months.
• Authorization to work in the U.S. without employer sponsorship.
