This position reports functionally to the Client Representative for functional/project oversight and to the CES Company Representative for employment, performance management, and contractual administration.
Position OverviewThe Senior Construction Inspector is responsible for overseeing and performing advanced‑level construction inspections on infrastructure and public works projects to ensure compliance with contract documents, approved plans, specifications, applicable codes, and safety requirements. This role serves as a senior field representative supporting CEI and PMCM services, providing leadership and guidance to junior inspectors, coordinating with contractors, engineers, and project management staff, and maintaining accurate project documentation.
The Senior Construction Inspector identifies and documents nonconforming work and escalates issues to the Project Manager and authorized CES team members for resolution in accordance with contract requirements.
- Conduct daily field inspections of construction activities including civil, structural, roadway, utility, and architectural work as applicable to the project.
- Ensure contractor compliance with approved plans, specifications, and applicable codes and regulations.
- Inspect utility installations including water mains, sewer systems, stormwater systems, pump stations, paving/restoration, MOT/TTC, and associated civil infrastructure.
- Verify testing activities including concrete, asphalt, compaction, coatings, pressure testing, and utility commissioning as applicable.
- Coordinate with testing laboratories, contractors, and utility representatives during inspections.
- Document construction progress through daily reports, photographs, and inspection logs including location/area, activities observed, tests witnessed/results (as applicable), safety observations, and open items/status. Identify and document nonconforming work; notify the Project Manager/authorized team members for disposition; maintain a deficiency/nonconformance log, track corrective actions to completion, and verify rework prior to closure. Assist in resolving field issues.
- Review contractors pay quantities, field measurements, force accounting documentation, and as-built records.
- Coordinate with contractors, engineers, and project managers to ensure timely resolution of issues.
- Communicate requirements in terms of the contract documents, codes, and approved submittals; does not direct contractor means and methods.
- Monitor compliance with project safety requirements, environmental permits, traffic control requirements, and regulatory standards; promptly report deficiencies or unsafe conditions.
- Assist in reviewing submittals, RFIs, and change orders as needed.
- Assist with schedule observations and tracking of critical construction milestones.
- Support project closeout activities including punch list development and final inspections.
- Mentor and guide junior inspectors and field staff.
- High school diploma or equivalent required; associate or bachelor’s degree in construction management, Civil Engineering, or related field preferred.
- 8+ years of progressively responsible experience in construction inspection, CEI, or PMCM services on infrastructure/public works projects.
- Strong knowledge of construction methods, materials, and industry standards.
- Familiarity with public agency standards (e.g., DOT, municipal, or federal).
- Proficiency in inspection and reporting software (e.g., Primavera P6, Procore, e‑Builder, FDOT Site Manager, Bluebeam, Microsoft Office Suite).
- Valid driver’s license and ability to travel to project sites.
- FDOT CTQP certifications applicable to the discipline (Concrete Field Inspector, Asphalt Roadway Levels I &II, Earthwork, Drilled Shaft, Pile Driving, etc.).
- Advanced MOT/TTC Certification.
