Orange County Utilities provides water resources and solid waste recovery services to protect and enrich the lives of the citizens and guests of Orange County Florida. The Water Division ensures a safe and reliable water supply for all of Orange County Utilities customers, and we operate three regional water supply facilities and nine satellite water supply facilities that collectively produce over 70 million gallons per day.

Senior

Environmental Specialist

This senior-level position conducts and coordinates inspections, facility hazard assessments, backflow prevention assembly reviews, compliance data review, customer and contractor coordination, reporting, outreach, and enforcement support. The position requires independent judgement, strong regulatory knowledge, and support for consistent implementation of Orange County program requirements.

Representative Duties/Assignments
  • Conduct complex inspections, investigations, facility surveys, and field assessments to identify cross‑connections and backflow protection needs based on OCU and State requirements (Rule , F.A.C.).
  • Review, audit, enter, maintain, and report compliance data using Maximo, CIS, GIS, and related systems.
  • Coordinate with customers, contractors, vendors, staff, and agencies to resolve compliance issues and ensure proper installation, testing, repair, replacement, and documentation.
  • Support enforcement activities through successful and timely interaction with customers.
  • Monitor contractor performance and work execution related to backflow assembly and device activities.
  • Provide technical assistance, guidance, and training to Environmental Specialist I and II staff.
  • Respond to customer inquiries regarding program requirements, testing notices, compliance status, and procedures.
  • Prepare reports, summaries, field documentation, and review regulatory compliance information.
  • Assist with SOPs, guidance, forms, customer communications, process improvements, planning, budget coordination, workload tracking, and program performance monitoring.
  • Participate in outreach, special projects, complaint investigations, fieldwork, meetings, and related duties as assigned.
  • Perform other related duties as assigned.

Water Division Field and Compliance activities review data for compliance with regulations and compile reports of analytical and field results for submission to Florida Department of Environmental Regulation and Water Management Districts. They analyze data with the use of water quality simulation models and prepare reports related to water quality and quantity programs. They develop educational and consumer outreach programs related to water quality and quantity.

They develop grant applications for conservation related programs. They prepare annual budgets for water conservation programs. They manage contracts and work with contractors on public outreach programs related to water programs. They develop ordinances and monitor enforcement related to water conservation and efficient landscaping.

Minimum Qualifications

Graduation from an accredited four‑year college or university with a Bachelor’s Degree and major course work in Environmental or Civil Engineering, Geology, the natural sciences, or a related field and three (3) years of environmental or utilities experience.

Must be able to perform job related tasks, which would include but not be limited to: climbing, walking over uneven ground, lifting up to 50 pounds, exposure to dust and fumes, and occasional exposure to adverse weather.

Preferences
  • Backflow Prevention Assembly Tester and Repair certification.
  • Knowledge of backflow prevention installation, replacement, testing, repair, inspection, and documentation.
  • Experience with Maximo or similar maintenance, asset, or compliance tracking systems.
  • Experience coordinating with customers, contractors, vendors, agencies, and stakeholders to resolve compliance issues.
