City Engineer Position
The City Engineer is a highly technical position responsible for ensuring technical and regulatory compliance of private and public projects. The City Engineer is responsible for updating and implementing the Stormwater and Lakes Management Master Plan. The City Engineer is responsible for the direct supervision and evaluation of the performance of assigned direct and contracted staff. The City Engineer exercises considerable discretion for independent decision based on technical or professional knowledge.
Please note the hiring salary for this position is: $108,139 - $135,163, while the salary listed is the full salary range for the position.
The City Engineer provides direction and oversight of the assigned division(s) of the Public Works Department. Develops and implements policies, procedures, programs and actions that are consistent with policy direction of the Public Works Department. Performs duties of the City Engineer as defined in City Code. Manages updates to and oversees implementation of the Stormwater and Lakes Management Master Plan. Serves as Public Works Department's primary technical reviewer.
Analyzes and reviews public and private project plans to ensure compliance with City Code and accepted industry standards in reference to stormwater, floodplains, lakes, wetlands, and multimodal transportation. Attends and participates in boards/committees, as assigned, including serving as the City's representative for the Seminole County Resiliency and Mitigation Group and Floodplain Management Group. Ensures Public Works' permitting and inspection processes are properly executed.
Makes recommendations and implements changes to improve permitting and inspection processes. Strategizes and oversees maintenance of and improvements to Public Works GIS, technical report records, permit records, easement records, and site plan/as-built records (including digitization and GIS integration as applicable). Serves as the Floodplain Administrator and ensures National Flood Insurance Program (NFIP) and Community Rating System (CRS) compliance, including performing activities such as site plan reviews, obtaining and reviewing Elevation Certificates, requiring and reviewing Letters of Map Change, providing Flood Determinations and other floodplain-related services to customers, ensuring adequate records are kept, providing relevant public outreach, and performing CRS recertification and verification duties to maintain or improve CRS ratings.
Ensures overall compliance with NPDES Municipal Storm Sewer System (MS4), Total Maximum Daily Load (TMDL), and Basin Management Action Plan (BMAP) requirements. Analyzes City Code for technical deficiencies and opportunities related to Public Works; stays abreast of latest industry design standards; recommends and coordinates improvements to City Code and City design standards, with consideration for sustainability and facilitating responsible redevelopment.
Assists with grant applications and grant compliance for relevant projects. Collaborates with the Finance Department to ensure compliance with all financial policies as related to job responsibilities. Maintains effective public relations with the general public; provides timely and effective customer service.
Carries out management responsibilities in accordance with the organization's policies, procedures and applicable laws, including employment laws. Collaborates with Human Resources in accomplishing employee selection, training and performance management functions. Collaborates with Human Resources to address complaints and assist in resolving employee relation issues and holds employees accountable for their performance/behaviors as necessary. Plans, assigns and directs work of directly supervised staff.
Rewards employees appropriately and evaluates performance in a timely manner using the employee evaluation forms instituted by the City of Casselberry. Oversees and ensures that the required Department/Division orientation and training and applicable on-the-job training is completed. Supports and exemplifies the City's identified core values, supports the mission and assists the City to attain its vision and goals through the efficient operation of assigned employees and/or departments.
Performs all duties and responsibilities in a manner consistent with the core values of the City, and consistent with City and Department policies. Follows safe working practices and has a working knowledge of safety practices and procedures. Develops, forecasts, and implements the fiscal budget process of the assigned division(s) for upcoming year(s). Monitors budget, investigates variances and reports on findings. May perform key duties of the Public Works Director, Natural Resources Officer, and/or Construction & Permitting Supervisor in their absence or as assigned.
