Senior Project Manager

Purpose of Position

This is a highly responsible position requiring complex analytical work in providing management of high cost or high visibility capital improvement projects including technical oversight of planning, design and construction of capital projects in the City’s Capital Improvements Program and other Public Works projects and programs to ensure each phase results in an end product that is in compliance with all current codes, criteria, budget, and design specifications.

Works under the general direction of the Public Works Director or assigned designee.

This position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned.

Bachelor’s degree in Civil Engineering, Architecture, Construction Management, Construction Technology, Building Construction, or other related field and eight (8) years of progressively responsible experience relating to the design and construction of roadways, buildings, sanitary/storm sewers, water production and distribution, wastewater collection involving lift-station operations, or a related field, or any equivalent combination of education, training, and experience.

Preference given to those with a State of Florida Registered Professional Engineer (PE) designation or those able to obtain registration as a P.E. within two years of employment.

Possess and maintain a valid Florida Driver’s License.

Government experience preferred.

Employees in this position are required to pass the National Incident Management System (NIMS) IS-700 within 30 days of employment. The IC-100 and IC-200 within 90 days of employment. There may be additional NIMS required, which will be scheduled by your Supervisor.

Manages the activities of capital improvement projects, to include planning, developing, implementing, and ensuring successful completion through the efficient use of consultants and contractors.

Builds teams of design professionals, contractors and end users for the effective management and delivery of Capital Improvement Projects.

Ensures that assigned projects are completed as contracted and as desired, to include design quality control, expeditious sequencing, contract administration, construction quality control, compliance with applicable codes and regulations, etc.

Oversees the development and preparation of designs and plans for City projects; oversees preparation of specifications, assesses project costs; generally responsible for overall design and construction management of projects.

Oversees planning, design, and construction of capital projects as well as oversight of a wide variety of projects for the design and construction of city infrastructure, facilities and public utilities improvements.

Prepares requests for proposals and bid documents related to the construction of city infrastructure. Reviews bid responses and makes necessary recommendations based on lowest and best bids, competency of responders, and the selection criteria.

Coordinates project management for the construction of city infrastructure projects. Oversees assigned projects to ensure contractor compliance with design/specifications, time, and budget parameters for the project.

Conducts quality control activities in accordance with instructions, inspection programs, using specified control measuring and testing equipment.

Conducts historical data research for effective project planning.

Employs effective document control measures for project information, communications, and documentation.

Coordinates material purchasing for municipal capital projects. Prepare, advertises, and negotiates requests for proposals and bid documents, scopes of services, etc., to facilitate programs.
