Position: WATER SUPERINTENDENT

Responsible for the efficient operation of the entire water supply system from source to tap. This role involves managing water treatment, water distribution facilities and processes while ensuring compliance with health and safety standards in accordance with federal, state, and local government’s acts, laws, ordinances, policies, and practices.

Exercises independent judgment, discretion and initiative to maintain and operate water treatment and distribution systems. Performs a variety of supervisory, administrative, skilled, technical, and maintenance work in the planning, construction, operation, repair, maintenance, and replacement of City’s water treatment facilities and distribution system.

Working Supervisor expected to perform work in the field when required. Work involves the direction and coordination of divisional administrative functions such as the development of operating budgets and related reports, development and/or revision of procedures, supervision of staff involved in water treatment and distribution systems and facilities. Works under the general direction of the Public Works Director or assigned designee.

This position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees may be called to work in the event of a disaster, such as a hurricane, or other emergency situation, requiring them to be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments, and perform emergency services duties as assigned.

Responsibilities

Perform highly responsible technical work in the operation and maintenance of the water treatment facilities. Effectively operate facilities while ensuring compliance with all applicable Florida Department of Environmental Protection regulations, Florida Administrative Codes, laws, standards, procedures and permit requirements preventing adverse environmental impacts.

Prepare and submit monthly, quarterly, and annual reports to various governmental agencies.

Maintain required daily Plant Logs, Equipment Data Logs, Process Control records and monthly Operating Reports. Develop and implement maintenance schedules and procedures. Ensure accurate record-keeping of water usage and maintenance activities.

Conduct daily operation checks of water plants and oversee water quality testing and monitoring with daily laboratory tests for water treatment facilities. Adjust plant process controls to maintain optimum treatment capabilities.

Collect water samples and submit for testing of bacteria and other requirements to comply with FL DEP regulations.

Take samples of process fluid at various stages in the treatment and collection/distribution processes, preserve samples in accordance with standard practice, and deliver samples to laboratory. Interpret results with supervisor to determine effectiveness of treatment processes. Record results in logs or spreadsheets.

Manage emergency response to water supply disruptions or contamination.

Responsible for routine adjustments to controls and taking corrective actions necessary for consistent water delivery in conformance with operating directives, OEM instructions, prescribed standards, and contractual requirements under State of Florida Administrative Code and Federal Regulations.

Repair and maintain electric motors, pumps, and chlorination and corrosion injection equipment. Remove, repair, and install plant meters and conduct pressure tests.

Inspect plant equipment and machinery to determine that all machinery is operating properly.

Adjust control devices of processes, manually and/or remotely by SCADA, to provide effective treatment. Operate valves and other mechanical equipment. Inspect and adjust treatment plant equipment, such as chemical feed systems, and related equipment. Inspect records, meters and make adjustments to process based on recorded information in accordance with operating instructions.
