We are seeking an experienced Permit Manager to join our Orlando team. This leadership position is responsible for managing transportation permitting activities, coordinating with clients and external stakeholders, and providing technical guidance to permitting staff. The successful candidate will play a key role in ensuring permit applications are reviewed efficiently, consistently, and in compliance with FDOT standards while supporting the safe operation and maintenance of Florida's transportation system.
Position Summary
The Permit Manager is responsible for overseeing the review, coordination, and issuance of permits affecting the State Highway System. This role manages day‑to‑day permitting activities, provides technical oversight to permitting staff, coordinates with client offices and external partners, and serves as a primary point of contact for permit‑related issues. The position requires strong technical knowledge of FDOT policies and procedures, excellent communication skills, and the ability to manage multiple priorities in a fast‑paced environment.
The Permit Manager works closely with agency Maintenance, Traffic Operations, Design, Construction, Drainage, Utilities, Materials, consultants, contractors, developers, utility owners, and local government agencies to facilitate timely permit approvals.
Key Responsibilities
- Manage and coordinate permitting activities for transportation projects within the Orlando Operations Office.
- Review, evaluate, and approve permit applications for compliance with FDOT policies, standards, specifications, and applicable regulations.
- Provide technical guidance, mentoring, and support to permitting staff and assist with supervising daily permitting operations.
- Coordinate with FDOT functional offices including Maintenance, Design, Construction, Traffic Operations, Drainage, Utilities, and Materials to resolve permit‑related issues.
- Collaborate with consultants, contractors, developers, utility companies, and local government agencies to facilitate permit approvals and project coordination.
- Evaluate permit requests for technical complexity, constructability, operational impacts, maintenance considerations, and compliance with established standards.
- Review roadway plans, engineering drawings, maintenance of traffic plans, utility plans, and supporting documentation.
- Conduct field reviews, site inspections, permit closeout inspections, and verification of completed work within FDOT right‑of‑way.
- Respond promptly to permit‑related inquiries from internal and external stakeholders.
- Prepare technical correspondence, documentation, reports, and recommendations.
- Monitor permit workloads and priorities to ensure timely processing and customer service.
- Identify process improvements that enhance permitting efficiency and consistency.
- Support continuous improvement initiatives and maintain a high level of quality throughout the permitting process.
Minimum Qualifications
- Bachelor's degree in Civil Engineering, Construction Management, Transportation Planning, Engineering Technology, or a related field, or equivalent combination of education and relevant experience.
- Strong knowledge of FDOT permitting processes and transportation infrastructure.
- Experience in one or more of the following areas:
- Utility Coordination
- Access Management
- Drainage
- Roadway Design
- Construction
- Maintenance Operations
- Transportation Engineering
- Experience reviewing engineering plans, traffic control plans, and technical documentation for compliance with FDOT standards and specifications.
- Ability to evaluate permit applications for constructability, operational impacts, complexity, and regulatory compliance.
