SALARY RANGE

$76,648/yr - $110,448/yr. Starting rate of pay may vary based on factors including, but not limited to, education, training, and/or experience.

OVERVIEW

Supervises and guides finance operations for the Orange County Sheriff’s Office. The Finance Supervisor oversees financial reporting, accounts payable, accounts receivable, cash management, budgeting support, travel compliance, and general ledger activities, verifying accurate, timely, and compliant financial operations in accordance with federal, state, and local laws, regulations, and agency policies.

MINIMUM REQUIREMENTS
  • At least 18 years of age.
  • Must be able to comprehend and communicate fluently in verbal and written English.
  • U.S. Citizen or possess a current permanent resident card.
  • Clean criminal history; any arrest history will be individually evaluated.
  • No illegal drug usage within the past year. Other drug usage will be evaluated on a case by case basis.
  • Bachelor’s degree (B.A. or B.S.) in Accounting, Finance, or a closely related field from an accredited four‑year college or university and a minimum of five (5) years of progressively responsible finance and accounting experience in a large organization (1,000+ employees), preferably in the public sector or the equivalent combinations of education and experience may be considered.
  • Relevant experience includes general ledger, budgeting, financial reporting, compliance, and knowledge of governmental accounting standards and regulations. Experience using ERP or financial management systems such as Infor, Oracle People Soft, Workday, or equivalent platforms is required.
  • If this posting indicates a degree is required, the following experience will apply in lieu of any degree as follows:
    • Four (4) years of direct experience for a Bachelor's Degree
  • Ability to directly supervise finance staff, oversee day‑to‑day operations, assignments, and performance to ensure accuracy, efficiency, and compliance with organizational policies and applicable laws.
  • Ability to review, approve, and reconcile financial transactions, reports, and records to ensure completeness, integrity, and regulatory compliance.
  • Ability to oversee budget development, monitoring, and financial reporting, providing guidance and analysis to support organizational decision‑making.
  • Ability to monitor and enhance internal controls, financial processes, and operational procedures to maintain accountability, prevent errors, and mitigate risk.
  • Ability to provide hands‑on coaching, training, and guidance to finance staff, department managers, and leadership regarding financial systems, reporting, and compliance.
  • Ability to serve as a subject‑matter expert on the agency’s financial systems and applications (e.g., ERP, accounting, and reporting systems), providing guidance to staff, department managers, and leadership.
  • Ability to coordinate audits, system implementations, upgrades, and process‑improvement initiatives to optimize finance operations.
  • Ability to ensure compliance with applicable regulations, standards, and organizational policies related to financial operations, reporting, and reimbursements.
  • Ability to assign and monitor work, establish priorities, and ensure completion of critical tasks; provide training and guidance to staff as applicable.
  • Ability to verify compliance with applicable laws, regulations, and agency policies, including Florida statutes, IRS regulations, and agency travel and reimbursement policies.
  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
  • Must have advanced knowledge of accounting principles, financial management, and auditing practices. Knowledge of internal controls, financial systems, and operational processes.
  • Must have familiarity with federal, state, and local regulations, including Florida statutes, IRS requirements, and applicable accounting standards (e.g., GASB).
  • Must understand budgeting, forecasting, and financial reporting processes.
  • Must have proficient knowledge of financial software and ERP systems used for accounting, reporting, and analysis.
