Job Description General Functions

This position performs highly responsible, professional, supervisory, administrative, technical, and operational work specializing in strategic public safety activities within the Office of the Fire Marshal, Fire Rescue Department.

This position is responsible for planning, managing, coordinating, and directing the fire prevention and life safety management services and activities of the Office of the Fire Marshal. The incumbent shall apply and enforce adopted fire and life safety codes, and will direct and manage fire prevention services including: fire safety inspections, fire plan reviews of new construction, fire origin and cause investigations, fire data collection, fire code legislation development, and public safety education.

Other duties may include map preparation, presenting recommendations for changes in legal provisions governing fire/life safety practices and procedures, and recommendations for changes in the policies and procedures of the Office of the Fire Marshal.

Representative Duties/Assignments

Prepares or supervises the preparation of the goals and objectives of the Office of the Fire Marshal. Develops annual work program and establishes staffing and scheduling requirements.

Prepares or supervises the preparation of monthly and annual activity reports for submission to the Fire Chief.

Provides direct supervision of assigned personnel. Evaluates the work of reporting staff.

Assigns, trains, and supervises the staff of the Office of the Fire Marshal in conducting fire/life safety inspection activities, plans examinations, educational programs, and the preparation and maintenance of reports and records relating to Office of the Fire Marshal activities.

Identifies hazards, meets with builders, owners, and occupants to correct problems and appears before civic groups to inform, educate, and improve fire safety.

Ensures that adopted fire and life safety codes are applied and enforced and code violations are corrected in a timely manner.

Reviews new construction plans for fire code compliance and performs on-site inspections to assure compliance, annually inspects commercial structures for fire compliance. Prepares maps, fire plans, and inspections for fire safety.

Investigates fires of suspicious or unknown origin and/or involving a fatality to determine arson probability. Interviews witnesses or suspects, obtains and preserves evidence, performs background research and provides expert testimony when required.

Confers with architects, engineers, builders, building officials, professional associations, citizen groups and the general public to discuss matters of interest and necessity to the fire service.

Promotes good customer service and public relations, coordinates operations and promotes partnerships with other divisions, departments, outside agencies, citizen groups and the general public.

Coordinates projects and activities with other County departments that support Public Safety.

Represents the County at Technical Review Committee and Compliance Code Board meetings.

Reviews project construction plans and specifications for compliance with applicable codes.

Responsible for ensuring all personnel assigned to the unit adhere to County and Department policies, rules, and standard operating procedures.

Analyzes job performance and develops programs to enhance operational efficiency and effectiveness.

Prepares and administers the Office of the Fire Marshal's budget, manages work performance within adopted budget allocations.

Performs other related duties as assigned.
