Duties
* You will provide financial management support, analysis, advice, and guidance for acquisition of training systems for multiple warfare areas.
* You will perform or advises on work in any of the phases or systems of budget administration.
* You will be analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
* You will be implementing legal and regulatory controls over approved budgets; and providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
* You will provide direct supervision to the members of the Budget Execution Division, assuring work efforts serve to meet mission. Requirements Conditions of employment

* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR . Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NM-03 (GS-9/12) pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must meet the following:
1) Applying concepts, principle, practices, laws and regulations of Navy Working Capital Fund execution and/or financing and their relation to subordinate and senior levels;
2) Utilizing multiple appropriations and fiscal law/regulations/policies as well as the procedures governing them;
3) Providing advice on effective and efficient methods for the acquisition and use of funds to support the Navy Working Capital Fund organization programs and activities;
4) Evaluating budget requests and reporting of obligations and expenditures;
5) Applying interpersonal, organizational, and leadership skills to assist in the development of an effective team. Additional qualification information can be found from the following Office of Personnel Management web site:
