Export Control Manager

Office of International Collaboration and Export Control

UCF’s Office of Research includes the Office of International Collaboration and Export Control (OICEC). The OICEC assists researchers with export control compliance and mitigates risks related to foreign influence.

The Export Control Manager is a pivotal leadership role within UCF’s Office of International Collaboration and Export Control (OICEC). As a trusted subject‑matter expert, you will lead a team of export control professionals and guide faculty, researchers, staff, and administrators navigating federal regulations that ensure the university’s research enterprise can move forward.

Compliance Review

• Conduct export assessments of research and non‑research activities; determine technology classifications; provide guidance and post‑approval monitoring.
• Perform independent regulatory research on export‑control issues and advise the university community on policy implementation.

Agreement Review

• Manage staff conducting reviews of research agreements, non‑disclosure agreements, data‑use agreements, memoranda of understanding, and material transfer agreements.

Program Administration & Recordkeeping

• Draft and implement export compliance protocols for sponsored and non‑sponsored program activities, including the creation and monitoring of Technology Control Plans.
• Consult with the OICEC Director to author guidance for faculty, staff, and students.
• Assist in developing export‑compliance policies, procedures, and related forms.
• Develop and deliver training on export‑control regulations.
• Manage recordkeeping and input data into UCF export‑control databases.

Licensing & OFAC

• Prepare and submit license applications and other UCF export requests to federal agencies.
• Assist with OFAC compliance related to country embargoes.
• Perform miscellaneous job duties as assigned.

• Bachelor’s or Master’s degree and 4+ years of relevant experience or an equivalent combination of education and experience pursuant to Fla. Stat. 112.219(6).

• 1+ year of supervisory or management experience.
• Experience in export‑control‑related compliance and U.S. government regulatory environments.
• Experience working within a university or complex institutional environment.
• Experience preparing licensing applications to the U.S. Departments of Commerce and/or State, including use of federal electronic systems (e.g., BIS SNAP‑R, DDTC DECCS, Customs ACE).
• Experience with restricted‑party screenings and intermediate knowledge of screening tools.
• Ability to develop and present training materials to colleagues and stakeholders.
• Master’s degree in science, engineering, computer science, public policy, law, or similar field.

Position requires a valid Class E driver’s license and may involve driving to various locations.

$75,809 – $94,761, determined by qualifications, experience, and equity.
