Orange County Housing and Community Development Division is seeking a qualified individual to fill the position of Monitoring & Evaluation Coordinator. The position is responsible for monitoring and evaluating programs and services; establishing and implementing internal control systems to monitor compliance with program requirements.

It requires independent judgement and is performed under the general supervision of the Program Development Supervisor.

This position reports to the Housing Development Section of the Housing and Community Development Division and is funded by the State Housing Initiative Partnership Program (SHIP).

Representative Duties/Assignments:
  • Assists in the development and preparation of monitoring and compliance goals.
  • Monitors housing agreements to ensure compliance with scope of work, insurance requirements, timeliness and funding terms through onsite reviews and/or desk reviews.
  • Conducts follow up reviews and written reports for upper management.
  • Develops and maintains spreadsheets for tracking and reporting affordability periods, ensuring adherence to program regulations and deadlines.
  • Reviews administrative and specific programmatic audits to recommend appropriate changes or corrective actions required ensure programmatic compliance.
  • Tracks ongoing monitoring and programmatic expenditures to meet desired outcomes.
  • Conducts sample testing and internal quality assurance reviews, including down payment and housing rehabilitation assistance files, to ensure compliance with program policies, processes and regulations.
  • Collaborates with other sections in providing technical assistance, preparing for audits, coordination of monitoring schedules and maintaining records.
  • Stays informed with the latest federal and state regulations affecting programs.
  • Perform other related duties as assigned
Minimum Qualifications:

Bachelor's degree and two years of experience in program planning and development; or an equivalent combination of relevant education or experience may be substituted on a year for year basis.

Preferences:
  • Prefer candidates with a Bachelors Degree in Finance, Accounting, Grant Administration, Grant Management, etc.
  • Experience monitoring or auditing grant funded programs.
  • Experience with Part 200-Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards
  • Strong oral and written communication skills
  • Strong analytical skills to include rent calculations, income calculations, review of rent rolls, budgets, etc.
  • Strong technical skills to include Microsoft Office Suite and specifically proficiency in Microsoft Excel
  • Knowledge of federal, state and local housing program regulations.
