Job Description

The Government Grants and Compliance Manager is responsible for coordinating government funding opportunities and supporting the organization’s compliance with applicable grant requirements for Habitat for Humanity Greater Orlando and Osceola County. This office-based role researches and pursues local, state and federal funding opportunities; maintains productive relationships with government funders and public partners; and manages grant activities from application through award administration, reporting, monitoring and closeout.

The manager works collaboratively across departments to communicate funding requirements, coordinate deliverables, maintain appropriate documentation and support compliance with grant terms, regulations, eligible-use requirements, procurement standards, reporting deadlines, financial controls and internal procedures. The position also provides recommendations and information to leadership regarding funding opportunities, compliance risks and grant-management needs.

Responsibilities
  • Research, identify and evaluate local, jurisdictional, state and federal funding opportunities that align with Habitat for Humanity Greater Orlando & Osceola County's mission, programs, priorities, organizational capacity, eligible uses, financial considerations and compliance requirements.
  • In coordination with leadership, cultivate and maintain productive working relationships with government funders, municipalities, housing agencies, jurisdictional partners, public officials and other public-funding stakeholders.
  • Maintain current working knowledge of applicable regulations, public-funding requirements, affordable-housing policies, compliance standards and funding priorities.
  • Manage the preparation, writing, coordination and submission of government grant proposals, including complex or highly regulated applications.
  • Develop accurate, project-specific budgets, narratives, scopes of work, compliance plans, timelines, performance measures and supporting materials.
  • Coordinate proposal development across departments, including timelines, documentation, data collection, internal approvals, budget development and submission materials.
  • Coordinate the review and finalization of grant awards, contracts, agreements, subcontracts, memoranda of understanding and other funding-related documents in collaboration with leadership, finance, legal counsel and other appropriate stakeholders.
  • Review and interpret grant agreements, funding regulations, award conditions, local codes, state and federal requirements, and compliance obligations.
  • Communicate requirements clearly to appropriate stakeholders and elevate material risks or questions to leadership.
  • Provide guidance, training and support to staff regarding grant processes, documentation standards, reporting expectations, compliance procedures, funder requirements and allowable uses of funds.
  • Monitor grant-related activities for compliance with programmatic, financial, administrative, procurement, reporting, documentation, reimbursement, monitoring and closeout requirements.
  • Identify potential compliance concerns and coordinate corrective actions with appropriate staff and leadership.
  • Collaborate with internal teams to develop and maintain systems, workflows, documentation tools, technology and internal controls that support grant tracking, compliance, data management, drawdowns, reimbursement requests and reporting.
  • Maintain accurate and complete information including grant records, reports, documentation, correspondence, funder communications and compliance files.
  • Coordinate data collection and prepare timely reports, status updates, compliance summaries, and funding analyses for funders, leadership and other stakeholders.
  • Support tracking of grant-related metrics, including funding outcomes, compliance, program performance, efficiency and community impact.
  • Represent the organization, as assigned, at meetings and discussions related to government grants, affordable housing, compliance, jurisdictional planning and public-funding opportunities.
  • Provide cross-collaboration and support for other members of the grants department as needed.
Qualifications
  • Commitment to the Habitat for Humanity mission and purpose.
  • Excellent writing skills, with demonstrated success preparing government, public, or jurisdictional grant applications.
  • Strong relationship-building skills and the ability to work effectively with government funders, public agencies, municipalities, jurisdictional representatives and community partners.
  • Strong working knowledge of government grants, public-funding requirements, applicable regulations, reporting obligations and compliance standards.
  • Ability to understand, interpret, apply, and clearly communicate complex grant requirements, award conditions and compliance obligations.
  • Strong project-management skills, including the ability to manage multiple grants, deadlines, deliverables and competing priorities.
