Environmental Specialist

• Support the Central District’s mission, goals, and values
• Target regulatory non-compliance areas and coordinate compliance assistance with industry
• Conduct compliance and technical assistance site visits at low-complexity regulated facilities
• Build partnering relationships with industry and regulated facilities
• Provide education and guidance to residential, commercial, institutional, and public sectors
• Support and participate in compliance assistance workshops
• Help determine Department staff training needs and conduct peer reviews when directed
• Provide internal technical assistance and training to Department staff
• Evaluate training materials and methodologies; develop SOPs, manuals, handbooks, and other training aids
• Participate in and lead training activities and safety events using classroom, virtual, coaching, job-shadowing, and team-building methods
• Plan and conduct inspections, site visits, sampling/testing, and other field work
• Review permitting files, reports, applications, plans, specifications, and technical documents
• Make calculations and technical evaluations to determine compliance
• Document inspections and field work and enter compliance data into designated databases
• Provide compliance assistance and conduct follow-up visits
• Recommend enforcement action, draft enforcement documents, and lead enforcement meetings when necessary
• Respond to and investigate complaints
• Process low-complexity permit applications and recommend permit issuance or denial
• Update permitting records and meet Chapter 120, Florida Statutes, deadlines and district metrics
• Conduct permit determinations and communicate decisions to facility or site owners
• Write Requests for Additional Information and other correspondence
• Provide technical assistance to applicants, utilities, and engineers
• Conduct meetings, manage data and records, and streamline office procedures and document production
• Perform other duties as required

• Valid driver license
• At least 4 years of verifiable related experience
• Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis
• Credential evaluation report from an approved agency for all foreign degrees
• Ability to travel, including some overnight travel
• Successful completion of background screening
• Knowledge of terminology, principles, and analytical techniques of the physical or natural sciences
• Ability to determine work priorities and complete assignments
• Ability to understand and apply environmental regulations, policies, and procedures
• Ability to communicate verbally and in writing in a tactful and courteous manner
• Ability to evaluate, analyze, and interpret scientific and technical data
• Ability to work independently and work well with people
• Ability to physically conduct field inspections and investigations
• Knowledge of compliance and enforcement policies and procedures
• Skill and proficiency in computer operations and programs
• Upon appointment, completion of initial OSHA 24-hour HAZWOPER and annual OSHA 8-hour HAZWOPER refresher training

Demonstrates expertise in compliance assistance, regulatory evaluation, and technical training within environmental regulations. Proficient in conducting inspections, analyzing scientific data, and developing training materials to support compliance initiatives.
