Description of WorkThe Deputy Program Manager (Quality and Risk Lead) supports the Program Manager and serves as the lead for quality management, risk management, and process compliance for the Navigation Training Systems Lab (NTSL). The individual ensures that mobilization and steady‑state operations are executed in compliance with the Performance Work Statement (PWS), Quality Assurance Surveillance Plan (QASP), and ISO‑aligned quality standards. This role leads audits, internal reviews, corrective actions, and continuous improvement initiatives to ensure contract performance objectives are met.
They will support the Program Manager and own quality management, risk management, and process compliance.
- Support the Program Manager and serve as acting lead as required.
- Assist in coordination with Government stakeholders to ensure compliance.
- Own and execute the Quality Management Plan.
- Conduct audits, compliance reviews, and internal assessments.
- Lead corrective and preventive action (CAPA) activities.
- Identify, track, and manage program risks.
- Maintain risk registers and support risk briefings and mitigation planning.
- Coordinate risk management activities with the Program Manager, Integrated Product Teams (IPTs), and subcontractors.
- Support mobilization execution and acceptance activities.
- Prepare quality and risk reports for Government review.
- Ensure adherence to established processes, procedures, and contract requirements.
- Prepare and deliver quality, risk, and compliance reports for Government review.
- Support Government surveillance activities, audits, and reviews as required.
- Comply with all personnel security, background investigation, and credentialing requirements.
- Adhere to Operations Security (OPSEC) requirements and safeguard Controlled Unclassified Information (CUI).
- Follow Government policies for access to DoD installations, systems, and sensitive environments.
- Minimum five (5) years in quality, risk, or program management roles.
- Bachelor’s degree required;
Master’s degree preferred but relevant experience may be considered in lieu of education where permitted. - Demonstrated experience supporting quality assurance, compliance, and risk management activities.
