Director – Utilities is an appointed Executive‑level position. The incumbent serves at the pleasure of the County Mayor and reports to the Deputy County Administrator. The Director oversees seven divisions and a staff of over 1,000 employees and is responsible for protecting the health and safety of citizens, as well as complying with water, reclaimed water and solid waste regulatory requirements.
GeneralFunctions
Manage, plan and direct the department to ensure that water, wastewater and refuse disposal services are provided to protect public health and the environment and comply with regulatory requirements, and to respond to the needs of the citizens of the County.
Representative Duties / Assignments- Develop department policies and procedures for infrastructure consisting of water and wastewater treatment facilities, pump and transfer stations, pipelines and landfills.
- Develop overall plans and specific approaches to provide necessary services to existing customers and satisfy future demands.
- Advise the County Administrator and County Commission through meetings, discussion reports, memorandums, presentations and public hearings. Prepare ordinances and resolutions for Commission action.
- Resolve problems for the County Administrator, County Commission, and division managers through investigations, discussions and evaluations.
- Review department operations through meetings with division managers, Deputy Director, and key staff members, and direct necessary changes.
- Review CIP with senior management, staff engineers and/or consultants by attending meetings and commenting on reports.
- Meet with developers to discuss service issues.
- Develop and monitor final budget in conjunction with division managers including reviewing encumbrance reports and monthly financial statements.
- Responsible for various personnel matters including hiring, discipline, training and development, performance appraisals and related activities.
- Participate in various County committees such as Professional Services Review Committee, Union negotiation management team, etc.
- Perform other duties of a comparable level as assigned.
Requires a Bachelor's degree in Public or Business Administration, Civil, Sanitary or Environmental Engineering or a related field and ten (10) years of administrative experience in the water, wastewater and/or resource recovery field, to include five years of supervisory experience.
PreferencesRegistration as a Professional Engineer as issued by the Florida Board of Engineering Examiners is preferred.
