Description The Strategic Outreach Lead serves as a key representative for the National Cyber Range Complex-University (NCRC-U), supporting engagement with Government leadership, the NCRC Enterprise, universities, industry partners, and the cybersecurity workforce-development community. This position is responsible for expanding NCRC-U's national presence, developing strategic partnerships, attracting high-quality cybersecurity talent, and communicating NCRC-U programs and capabilities to executive, academic, technical, and student audiences.

The ideal candidate is an exceptional communicator with experience in strategic outreach, marketing, presentations, stakeholder engagement, and developing professional communications and marketing materials. A working understanding of cybersecurity and technical environments is preferred; however, this is not an engineering position.

• Represent NCRC-U at Government, university, industry, conference, recruiting, and workforce-development engagements.
• Develop and maintain relationships with universities, faculty, career centers, Government organizations, industry partners and NCRC Enterprise stakeholders.
• Support outreach and recruiting efforts to identify highly qualified cybersecurity students and early-career professionals.
• Develop and deliver professional PowerPoint presentations, executive briefings, program overviews, recruiting materials, flyers, brochures, social and digital content, and other marketing and outreach materials.
• Use modern marketing and content-development tools, including AI-enabled tools, to develop professional presentations, graphics, messaging, and outreach materials.
• Translate complex cybersecurity and technical information into clear, compelling content for executive, academic, student, and non-technical audiences.
• Support marketing and promotion of NCRC-U internships, fellowships, Capture the Flag competitions, Innovation Challenges, training programs, and workforce-development initiatives.
• Engage NCRC Enterprise organizations to understand workforce needs and incorporate feedback into recruiting, outreach, and program-development activities.
• Coordinate with cybersecurity subject-matter experts, universities, industry representatives, speakers, and mentors supporting NCRC-U programs.
• Maintain consistent NCRC-U messaging, branding, and professional communications across external engagements.
• Active Secret security clearance or ability to obtain and maintain one.

• Bachelor's degree in Business, Marketing, Communications, Cybersecurity, Information Technology, STEM, Education, Workforce Development, or related field.
• 5+ years of relevant professional experience in strategic outreach, marketing, communications, program management, workforce development, university relations, Government engagement, cybersecurity, or related areas.
• Demonstrated marketing and communications experience, including development of professional marketing and outreach materials.
• Strong experience developing and delivering PowerPoint presentations and executive-level briefings.
• Experience using tools such as PowerPoint, Canva, Adobe Creative Suite, AI-enabled content-generation tools, or similar marketing and presentation platforms.
• Strong public speaking, written communication, and presentation skills.
• Ability to communicate technical concepts effectively to technical and non-technical audiences.
• Demonstrated ability to build relationships with senior Government, academic, industry, and executive stakeholders.
• Ability to independently manage multiple outreach, recruiting, marketing, and engagement initiatives.
• Active Secret security clearance or ability to obtain and maintain one.

• Experience working with universities, cybersecurity programs, career centers, or student organizations.
• Experience supporting Government, DoW, cybersecurity, test and evaluation, or national security programs.
• Familiarity with cyber ranges, cybersecurity operations, Capture the Flag competitions, Innovation Challenges, or cyber training environments.
• Experience with cybersecurity recruiting, internships, fellowships, or workforce-development programs.
• Experience developing digital marketing campaigns, recruiting campaigns, presentations, graphics, flyers, and event materials.
• Experience using generative AI tools to support content development, marketing, presentations, graphics, research, and communications.
