Summary
This position serves as Locksmith within the Facilities Management Service - Engineering Branch at the Orlando VA Health Care System (OVAHCS) in Orlando, FL. This will include traveling between Orlando sites of care to perform routine and preventive maintenance related to job duties.
Qualifications- Driver's License: A current valid state-issued driver's license is required for this position.
- Physical Effort:
Work at this level requires lifting or carrying items weighing in excess of 23 kilograms (50 pounds) and heavier weights with assistance. The locksmith frequently stands, stoops, bends, kneels, and works in awkward positions when installing and opening locks and emergency exit hardware on-site. Must be physically fit as work involves lifting, pulling, climbing, crawling, working with hands overhead, working in confined areas, and using arm and back muscles.
Must possess ability to be on feet for long periods either standing, walking, working off ladder, or staging materials and lifting equipment. Incumbent may assist in moving heavy cabinets and security containers. Safes weigh over 1000 lbs in setting up work equipment and completing assignments. - Work Conditions:
Work at this level is normally done inside well‑lit, heated, and ventilated areas. Occasionally work is done outside in bad weather or in areas that are drafty and poorly lit. Incumbent may work in hot, humid, confined spaces around equipment and systems associated with facilities and access controls. Locksmiths are exposed to cuts, scrapes, bruises, and the possibility of burns while using acetylene torches, brazing torches, and soldering irons.
In patient care areas, PPE may be required to include a respirator/PAPR to protect against potential air or blood borne pathogens. The incumbent will be assigned to either the ride‑out team or recovery team during hurricanes or other extreme weather events. - Assessment:
Applicants will be rated in accordance with the OPM federal wage system qualifications. Qualifications will first be evaluated against the prescribed screen‑out element (WG‑2 and higher only). The potential eligibles are rated against the remainder of the job elements. Experience must be documented on resume with month and year start/end dates. Volunteer experience is considered. - Ensure operation, maintenance and repair of all described technical security aspects of building and facilities.
- Serve as an expert in the area of physical security locking systems and physical access control systems capabilities and functions, working closely with management in determining the most suitable security containers and locking devices.
- Services a wide variety of commonly used locks and the functions they perform, involving repairing, replacing or fabricating parts covered by manufacturer parts catalogs and specifications and applying a broad knowledge of the functions and capabilities of commercially manufactured locking devices.
- Erects or suspends scaffolding in the performance of duties and is responsible for the proper care and maintenance of tools and equipment.
- Ensures that all tools and equipment are properly functioning and are safe for use.
- Constructs necessary dust barriers and/or block off areas as needed for the safety and protection of patients, staff, visitors, and equipment.
- Ensures that the job site is clean of all debris and equipment upon completion of work.
