General Description

Supervises 10–13 Family Advocates in assigned counties. Provides services to Head Start/Early Head Start families in compliance with the Head Start Program Performance Standards. Carries out goals, policies, and activities designed to implement social service and parent involvement objectives.

Essential Job Functions
  • Provides supervision, training, and technical assistance to assigned Family Advocates. Assists the ERSEA Coordinator in training, mentoring, and professional development of new staff. Collects documents to verify eligibility of children in all HS/EHS programs, including children with disabilities. Assists parents in completing enrollment applications when needed. Coordinates enrollment activities between HS/EHS, EHS-CCP, and 4C School Readiness. Encourages parent involvement in programs both in the classroom and ntains a waitlist and develops recruitment plans.

    Reports areas of concern to Supervisor/Coordinator.
  • Provides information and opportunities for parents to access community involvement activities. Organizes and initiates parent committee meetings at assigned sites. Attends meetings, creates agenda, records and documents minutes, and tracks attendance.
  • Makes referrals to families on issues related to the child or family. Follows up promptly. Receives disability and pre‑referral documentation from teaching staff. Completes family services audits quarterly. Assists parents in arranging transportation to appointments. Maintains case management files and ensures application processes are completed accurately. Inputs data into Child Plus database. Generates and reviews standard reports. Tracks attendance, enrollment, and in‑kind activities.

    Addresses concerns and removes obstacles.
  • Assumes caseloads when a Family Advocate is absent. Participates in annual self‑assessment and agency quality improvement program.
Minimum Qualifications
  • Knowledge of English language structure and content for preparing and reading documents.
  • Knowledge of customer and personal service principles.
  • Knowledge of interviewing techniques.
  • Knowledge of Head Start Performance Standards and HS/EHS/CCP policies and procedures.
  • Knowledge of office practices and procedures.
  • Computer proficiency, including Word, Excel, and Child Plus software.
  • Ability to meet deadlines and maintain confidentiality.
  • Ability to work and communicate with people from diverse backgrounds.
  • Sensitivity to individuals' needs, beliefs, and attitudes.
Education and Experience
  • Bachelor’s degree in social, human, or family services or related field from an accredited four‑year college.
  • Two years experience in an early childhood program, social work, or case management.
  • Two years supervisory experience in an early childhood or social services program, or three years experience as an HS/EHS Family Advocate.
Pay Range

Negotiable
