Overview

Lifeguard - Ocean Rescue Specialist: performs specialized public safety work at assigned areas of public beaches protecting lives and enforcing swimming regulations. In some instances, may patrol a section of the beach in a mobile unit. Work involves maintaining safe-swimming conditions, enforcing established regulations, rescuing individuals who are in distress, and administering first aid if necessary. Work is performed outdoors and employee is exposed to weather conditions, insects, and chemicals.

Provide parking monitoring at beach accesses, as assigned. Work is subject to review through visual inspection by a supervisor.

Applicants are required to report to one of two physical abilities test dates March 1st or 8th.

Responsibilities
  • Monitor or patrol designated section of beach and water from an assigned station or mobile unit.
  • Enforce beach regulations pertaining to safety and conduct.
  • Protect beach patrons and inform them of unsafe or hazardous swimming conditions.
  • Assist or rescue persons in distress or danger of drowning utilizing appropriate rescue techniques and training.
  • Apply first aid to those in need, including highly specialized techniques such as mask-to-mouth rescue breathing and heart-lung resuscitation.
  • Maintain flag and radio communications with towers and mobile units.
  • Keep tower signs updated on tides, weather, and surf condition.
  • Remove hazardous obstacles from sand and water.
  • Responsible for marine safety protection.
  • Answer inquiries and give information pertaining to beaches.
  • Present clear, concise, verbal reports of daily activities to supervisor.
  • Maintain a professional and courteous relationship with the public.
  • Participate in physical training and lifesaving skill exercises.
  • Maintain current certifications and physical fitness requirements.
  • Monitor parking at beach accesses, as assigned.
  • Perform all other related duties as required.
  • Must be able to work weekends and holidays during busy peak season.
Qualifications
  • High School Diploma or equivalent or currently in high school.
  • Licenses and/or Certificates:
    • Must be 16 years of age or older.
    • Must swim 500 meters in 10 minutes or less (546 yards).
    • Must complete ½ mile swim and ½ mile run with rescue buoy in under 30 minutes.
    • Must be in excellent health and have adequate hearing and visual capability.
    • Must obtain an AHA, C-Level, CPR Certificate or ARC Community Provider CPR Certificate.
    • Must successfully complete the First Responder emergency medical program. Must successfully complete and maintain the Surfman Level I Program as outlined by U.S.L.A., South Atlantic Region, Chapter #12.
  • Knowledge of applicable rules and regulations. Knowledge of principles and practices of lifesaving techniques, equipment, and apparatus. Knowledge of first aid practices, including specialized emergency medical techniques.
  • Skills in remaining calm during stressful situations and emergencies. Skills in communicating and verbally relaying information during emergencies. Ability to maintain outstanding public relations and service. Ability to swim in adverse weather and surf conditions for extended periods of time. Ability to size up emergency situations and adopt effective courses of action. Ability to maintain constant observation of area assigned, noting any signs of danger.

    Ability to explain and enforce rules and regulations of the department. Ability to understand and apply principles and practices of modern lifesaving techniques, or small craft and boating safety, and of equipment and apparatus used. Ability to apply first aid practices, including highly specialized emergency medical techniques. Ability to perform marine search and recover techniques.
PHYSICAL DEMANDS

The work at times requires moving up to 50-pound objects or assisting with moving over 50-pounds, and up to 20 pounds of force constantly to move objects. Additionally, the following physical abilities are required:

  • Balancing:
    Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
