Summary

Performs highly technical work as a professional plans examiner involving the City's plans examination for code compliance. Responsible for examining commercial and residential building plans to ensure compliance with building code regulations. Works under the direct supervision of the Chief Building Official.

Essential Duties and Responsibilities
  • Reviews building plans for completeness and accuracy. Suggests modifications to bring plans into compliance, if necessary. Approves and signs plans that meet code requirements for both residential and commercial buildings.

  • Examines individual plan components to ensure that all building code items are included.

  • Works collaboratively with staff room planning and other departments.

  • Reviews design calculations for complex structural systems used in a broad range of buildings.

  • Inspects building sites and buildings, as needed, to ensure construction adheres to plans.

  • Knowledge of Florida Building Codes.

  • Ability to understand blueprints, plans and specifications.

  • Ability to meet and deal with the public

  • Proposes studies to improve or update building codes.

  • Calculates permit and impact fees based on construction type and occupancy.

  • Determines flood zones based on F.E.M.A. maps and records all construction within flood zone sites as required by F.E.M.A.

  • Assure all disciplines of a project are reviewed and approved by the appropriate department prior to permit issuance.

  • Maintains a record of certain impact fees for all construction in order to establish reimbursements, as necessary through the Finance Department.

  • Check utility maps for existing underground city utilities.

  • Testifies at appeal hearings regarding buildings alleged to be not in compliance with codes.

  • Staff representative for Board of Adjustment and Appeals, including placement of ads, agenda production and distribution and other related duties.

  • Assists the public with concerns and questions related to zoning, building codes, fire safety codes, fees and flood zone determinations via phone and in person.

  • Performs other job-related functions as needed.

Supervisory Responsibilities
  • May be responsible for the supervision of office staff.

Education and/or Experience
  • Associates' degree or equivalent from two-year college or technical school and five (5) years’ experience.

  • An equivalent combination of education and/or experience may be substituted for the minimum qualifications.

Qualification Requirements

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • Possession of a valid Florida drivers' license.

  • Possession of a State of Florida Standard Plans Examiner License.

  • Possession of a license or certificate to practice as an architect or engineer in the State of Florida.

  • Possession of licenses as Building, Electrical, Plumbing and/or Mechanical Inspector given preference.

  • The ability to also do building inspections is preferred, with more licenses given preference.
