Regulatory Compliance Specialist
POSITION OVERVIEW
The Housing Management Officer monitors compliance for a portion of WHEDA’s multifamily affordable housing portfolio, ensuring strict adherence to federal and state program requirements such as HUD Section 8, PRA 811, TCAP/Exchange, and others.
ESSENTIAL DUTIES- Conduct site inspections and audit tenant files, documenting findings and following up on corrective actions.
- Manage a portfolio of multifamily assets, collecting and analyzing operational data to assess viability.
- Monitor daily compliance of property owners and agents, conducting annual agent certifications and providing training to improve adherence.
- Research and communicate changing regulations, guiding internal stakeholders and owners on compliance matters.
- Address owner, agent, and tenant concerns regarding compliance and rent calculations to ensure efficient service.
- Collaborate with internal departments to analyze asset performance and support capital budgeting, reserve, and escrow management.
- Assist in selecting and implementing software, policies, and procedures.
- Provide training, mentoring, and education to new hires, staff, and external clients; may involve public speaking.
- Perform additional duties as assigned.
- Associate degree in Business, Finance, Real Estate, Accounting, Economics, or related field plus 3 years of experience in asset management or affordable housing compliance, or equivalent combination.
- Valid driver’s license.
- Position located in Madison or Green Bay area.
- Knowledge of compliance requirements for all affordable housing programs administered by WHEDA.
- Understanding of portfolio and asset management principles.
- Risk assessment skills.
- Familiarity with construction methods, building maintenance, and housing quality standards.
- Knowledge of housing regulations and applicable federal, state, and local laws.
- Attention to detail and troubleshooting for process improvement.
- Customer service orientation.
- Excellent verbal and written communication skills.
- Problem‑solving ability and resilience under pressure.
- Strong prioritization and project management.
- Ability to work independently and efficiently.
- Adherence to confidentiality with clients and vendors.
- Tax Credit Specialist (TCS) or Certified Occupancy Specialist (COS) certification required within 6 months of hire.
Remote work may be available based on position; frequent statewide overnight travel and occasional travel to the Madison office required.
Salary range: $61,469 – $75,535, based on qualifications and internal equity.
