This position requires knowledge and understanding of municipal civil engineering principles and practices in three general areas: transportation, stormwater, and utilities, including sanitary sewer collection and water distribution systems. Work involves, but is not limited to, designing and preparing construction plans and specifications; technical drafting; reviewing submitted plans and specifications for conformance with City of Oshkosh standards; serving as Project Engineer on various public works projects;
and coordinating and communicating with engineering staff, other departments, private utilities, and the general public.
The work requires the exercise of independent judgment in planning work, making technical decisions, and resolving engineering-related issues. Work is performed using professional engineering judgment within established policies, procedures, and work routines. Assignments are received orally or in writing and are carried out with a substantial degree of independence.
Essential Duties and Responsibilities- Design and Support Capital Improvement Program (CIP) Projects:
Perform technical work in the design of streets, storm sewers, sanitary sewers, water mains, structures, and other civil engineering projects; and review plans, details, and stormwater reports prepared by others for public improvement projects. Serve as project engineer on a variety of public works and utility projects, including drainage, water, sanitary sewer, storm sewer, paving, and roadway construction. Duties may include preparing cost estimates, plans, specifications, special assessments, change orders, pay estimates, and monthly reports on work completed by contractors. - Public, Contractor, and Consultant Coordination:
Work closely with the public, utility billing clerks, contractors, and consultants to provide customer assistance related to Stormwater Utility operations. Serve as a liaison with the public to maintain accurate customer billing information, respond to billing questions, and review and approve credit applications. - Regulatory Compliance and Site Plan Review:
Review site plans, engineering plans, specifications, and stormwater management reports submitted for private development for compliance with City of Oshkosh specifications, Municipal Code requirements, and applicable city and state regulations. Prepare required documentation and provide information to the City Attorney’s Office for drafting legal agreements, including operation and maintenance agreements, easement agreements, and encroachment agreements. Ensure CIP projects comply with applicable local and state regulations, including preparing DNR permit applications, stormwater management plans, and related reports. - Maintain and Update Engineering Records – Maintain, organize, and update engineering records, databases, project files, inspection records, utility and drainage records, billing support documentation, and other technical documents related to engineering projects and programs.
- Perform other related duties as assigned.
Minimum Qualifications
Education and Experience:
- Bachelor’s degree in Civil or Environmental Engineering from an accredited school.
- One to four years of progressively responsible municipal engineering experience.
- Possess and maintain a valid driver’s license.
Necessary Knowledge, Skills, and Abilities:
- Knowledge of AutoCAD Civil 3D.
- Knowledge of the principles, practices, methods, and techniques of civil engineering.
- Knowledge of engineering methods and techniques as applied to the construction and maintenance of public works infrastructure.
- Ability to take charge of engineering projects in the field or office.
- Good verbal, written, and interpersonal skills.
- Ability to establish and maintain effective working relationships by communicating, verbally and in writing, with city employees and the public.
- Ability to work in a constant state of alertness and in a safe manner.
