This position requires knowledge and understanding of municipal civil engineering principles and practices in three general areas: transportation, stormwater, and utilities, including sanitary sewer collection and water distribution systems. Work involves, but is not limited to, designing and preparing construction plans and specifications; technical drafting; reviewing submitted plans and specifications for conformance with City of Oshkosh standards; serving as Project Engineer on various public works projects;
and coordinating and communicating with engineering staff, other departments, private utilities, and the general public.
The work requires the exercise of independent judgment in planning work, making technical decisions, and resolving engineering-related issues. Work is performed using professional engineering judgment within established policies, procedures, and work routines. Assignments are received orally or in writing and are carried out with a substantial degree of independence.
ESSENTIAL DUTIES AND RESPONSIBILITIES- Lead Capital Improvement Program Projects:
Lead the planning, design, and delivery of Capital Improvement Program (CIP) projects involving streets, storm sewers, sanitary sewers, water mains, structures, and other public improvement projects. Prepare and review plans, specifications, design details, and stormwater reports prepared by staff, consultants, and other parties for accuracy, completeness, and compliance with City standards. - Serve as Project Engineer for various Public Works and Utility Projects:
Serve as a project engineer for a variety of public works and utility projects, including drainage, water, sanitary sewer, storm sewer, paving, and roadway construction. Prepare and review cost estimates, plans, specifications, special assessments, change orders, pay estimates, and contractor progress reports. Serve as a primary engineering contact for the public, contractors, consultants, utility billing staff, and other stakeholders regarding public improvement projects and Stormwater Utility matters.
Provide technical assistance, coordinate project-related communication, and support resolution of customer service and utility-related issues, including billing and credit application review and approval as assigned. - Regulatory Compliance and Site Plan Review:
Review site plans, engineering plans, specifications, and stormwater management reports submitted for private development for compliance with City of Oshkosh specifications, Municipal Code requirements, and applicable city and state regulations. Prepare required documentation and provide information to the City Attorney’s Office for drafting legal agreements, including operation and maintenance agreements, easement agreements, and encroachment agreements. Ensure CIP projects comply with applicable local and state regulations, including preparing DNR permit applications, stormwater management plans, and related reports. - Coordinate Technical Work and Maintain Engineering Records:
Coordinate technical workflow and provide guidance to the Engineering Division staff. May serve as a lead worker for Civil Engineers, Civil Engineering Technicians, and temporary staff by reviewing work, assisting with project and workload coordination, and providing technical support. Maintain and update engineering records, databases, project files, inspection records, utility and drainage records, billing support documentation, and other technical records related to engineering projects and programs. - Perform other related duties as assigned.
Education and Experience:
- Bachelor’s degree in Civil or Environmental Engineering from an accredited school.
- Minimum of 3-5 years of municipal engineering experience, including preparation and/or review of complex, comprehensive system plans.
- Possess and maintain a valid driver’s license.
- Registration as a Professional Engineer in the State of Wisconsin is preferred.
Necessary Knowledge, Skills, and Abilities:
- Knowledge of AutoCAD Civil 3D.
