Job Title Senior IT Process Analyst Supervisor Pay Rate Min to Mid Range $ - $ Time Type Full time

Summary Under administrative direction, is responsible for the management, direction, and integration for the County's overall IT business process structure. This includes implementing a process hierarchy that streamlines processes and eliminates redundancy. Supports and drives the implementation of process-related policies, standards, governance and methodologies to enable the business to seamlessly adopt a process culture. Organizes quality improvement efforts. Flexibility to achieve performance excellence in a telework arrangement.

Flexibility to deliver services in a telework environment and supervise colleagues in a telework environment.

Description

Duties and Responsibilities:
  • Serves as subject matter expert, individually motivated and operating with a sense of urgency and personal accountability
  • Documents current business, management and general work processes and identify opportunities for improvement
  • Accesses and analyzes processes, data points, and controls to determine sub-optimal performance, communicates findings clearly and effectively and make recommendations for improvement
  • Aggregates and analyzes performance management data at the program and enterprise levels
  • Conducts internal audits to ensure consistent use of established processes
  • Supports the expansion and development of continuous process improvement and business process engineering skills
  • Responsible for developing and maintaining the overall framework for internal record controls; to include generation of document and form templates
  • Communicates business process enhancements and prioritization of solution requests and approved projects within the business process areas
  • Establishes policy and procedure manuals that support new and existing processes
  • Conducts training to ensure employees are aware of established processes
  • Ensures development and continual improvement of applicable processes, policies, and procedures
  • Maintains a close working relationship with management of all departments
  • Performs other related duties as required
Minimum Qualifications:
  • Graduation from an accredited college or university with a Bachelor Degree, and seven (7) years' of IT Process Development experience; or an equivalent combination of education and experience
  • Must have experience with IT service management frameworks such as ITIL or COBIT
  • Must have experience performing quality management within an IT environment
  • Advanced knowledge of IT quality management processes; advanced knowledge of IT service delivery/management best practices frameworks; advanced knowledge of root cause analysis and corrective actions; knowledge of process management control systems; knowledge of quality control metrics; knowledge of all aspects of IT including software, infrastructure, and project management
  • Strong skill in administering Standard Operating Procedures (SOPs)
  • Ability to represent the County in a professional and effective manner; ability to maintain knowledge of regulatory requirements applicable to the County of Bexar; ability to write, perform and evaluate quality control procedures; ability to effectively communicate, both verbally and in writing; ability to establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public
  • Demonstrates technological intuitiveness
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • Required to be on call 24 hours
  • May be required to work more than 40 hours during the workweek
  • May be required to work weekends
Preferred Certification/License:
  • Lean Six Sigma process excellence Green Belt or higher certification
  • IITIL certification
