Early Childhood Principal and K-6 Special Education Administrator

PURPOSE STATEMENT

The position of the Early Childhood Principal and K-6 Special Education Administrator is established for the purpose of providing vision, leadership, supervision, and management of Early Childhood programs and K-6 Life Skills and Self-Contained Special Education services to ensure equitable access, compliance, and continuous improvement for all students.

As the instructional and administrative leader for Early Childhood and K-6 Special Education, the Administrator works collaboratively with District leadership, site principals, teachers, specialists, and families to develop, implement, and sustain high-quality programs and services that meet the academic, social, emotional, and legal needs of students.

ESSENTIAL FUNCTIONS

1. Plans and directs all aspects of the Early Childhood program, including serving as the Early Childhood Principal:

* Provide instructional and operational leadership for district Early Childhood programs.

* Lead the recruitment and outreach of new families and define the role of parents and caregivers in the early learning process.

* Oversee preschool and kindergarten registration, WaKIDS implementation, and parent education opportunities in alignment with best practices.

* Supervise and evaluate Early Childhood staff, including certificated and classified employees.

* Oversee daily operations, including establishing objectives and priorities, performing administrative duties, and directing staff activities associated with all aspects of the Early Childhood program.

* Work with the Teaching & Learning team to evaluate and ensure a balanced and coordinated Early Childhood program, including curriculum, assessment, professional learning, and program evaluation

* 2. Plans and directs all aspects of K-6 Life Skills and Self-Contained Special Education services, in collaboration with the District Special Education Director, including:

* Work alongside the Special Education Director to support the planning, implementation, and continuous improvement of K-6 Special Education life skills and self-contained programs.

* Support compliance with IDEA, state regulations, and district policies related to K-6 Special Education.

* Supervise and support K-6 Special Education staff, including teachers, specialists, and support personnel, in coordination with the Special Education Director.

* Assist in overseeing the development, implementation, and monitoring of Individualized Education Programs (IEPs) for students in grades K-6.

* Collaborate with principals, general education teachers, specialists, families, and the Special Education Director to support inclusive practices and effective service delivery.

* Support case management processes, timelines, documentation, and progress monitoring in coordination with the Special Education Director.

* Assist with due process preparation, compliance monitoring, and required reporting as assigned.

* Support professional learning for K-6 staff related to Special Education practices, legal requirements, and inclusive instructional strategies, in partnership with the Special Education Director.

3. Communicates effectively and collaborates with district staff in the implementation of Early Childhood and K-6 Special Education programs, including:

* Budget development, grant planning, and fiscal compliance.

* Cross-department coordination with Teaching & Learning, Student Services, and building leadership.

* Prepares presentations, reports, and documentation related to Early Childhood and K-6 Special Education programs for internal and public use as needed.

5. Attends conferences, site visits, district meetings, and professional learning activities as directed or required.

6. Conducts systematic evaluations of program effectiveness, organizational structures, and management practices for Early Childhood and K-6 Special Education.

7. Performs other duties as assigned.

PHYSICAL DEMANDS:

* Physically able to occasionally lift and/or move up to twenty-five (25) pounds.

* Ability to walk, stand, sit, stoop, bend, reach, kneel, crawl, and grasp as required to successfully perform all duties and requirements.

* Ability to focus (adjust eye to bring an object into sharp focus), clear vision at twenty (20) inches or less, and clear vision at twenty (20) feet or more.

QUALIFICATIONS

REQUIRED:

* Valid Washington State Administrative Certificate

* Valid Washington State Teaching Certificate

* Successful teaching experience in early childhood education, elementary, and/or secondary level

* Knowledge of Special Education laws, compliance requirements, and best practices

* Able to communicate effectively with all stakeholders that touch the learning lives of our students.

* Ability to perform all tasks identified in this job description

Preferred:

* At least 3 years of experience as a school site or district office administrator.
