Job Summary

Senior Contracting Officer – Finance and Procurement Services Branch, National Research Council (NRC). This role supports complex, high‑value procurement and contracting projects under the guidance of the Director and Manager of Procurement Services. The position is classified PG‑4, offers various tenures, and requires a blend of procurement expertise, technical knowledge, and client‑focused service.

Responsibilities
  • Source goods, services, and construction for complex, high‑risk contracts.
  • Develop and prepare complex contracts, including non‑routine and technologically advanced commodities; issue international tender invitations, evaluate responses, and recommend award decisions.
  • Advise on procurement issues, providing guidance at all stages—especially in sole‑source justification, urgency, and best‑value analysis.
  • Apply LEAN procurement methods to reduce turnaround time for clients.
  • Manage standing offers and supply arrangements to accelerate purchasing processes.
  • Maintain work program and schedule for ongoing and new contracts.
  • Conduct market research to monitor commodity developments, production patterns, and price trends.
  • Identify new technologies and products, evaluate supply sources, and incorporate research findings into procurement strategy.
  • Oversee contract compliance, recommend amendments, extensions, and advise on contractual rights and obligations.
  • Prepare solicitation documents, contracts, communications, guidelines, and instructions.
  • Provide guidance and mentorship to junior staff.
Qualifications
  • Education:

    Minimum of a Secondary School Diploma or a recognized college/university degree, or equivalent education, training and three years of relevant contracting experience.
  • Experience:

    Minimum five years of progressive responsibility in procurement, contract management, or related supply‑chain functions; three years in tender exercises for complex goods and services.
  • Preferred:
    Supply‑Chain Management Diploma/Certification or ongoing designation, ERP experience (e.g., SAP), e‑tendering systems, or experience in federal research procurement.
  • Business intelligence or data‑analysis experience is desirable.

    Advanced knowledge of the entire procurement cycle, procurement regulations, and policy application.

    Skills:

    Proficiency with MS Office (Excel, Word) and SAP Material Management.

Conditions of Employment
  • Reliability status:

Compensation

Annually: $92,985 – $106,263. Benefits include pension, health and dental coverage, disability and life insurance, and additional well‑being supports.
