As part of CAE’s Defense & Security (D&S) Business Development and Capture team, the Naval Business Development Manager plays a key role in pursuing, developing, and winning Naval training and domain‑associated Mission & Operational Support (M&OS) business opportunities. This role supports CAE’s strategy to sustain its leadership as Canada’s foremost training and military operational support company.
Key responsibilities include:
Achieve significant order intake for the Naval Training and Mission & Operational Support account, generally in excess of $50M annually
Identify, analyze, assess, and develop new business opportunities to drive growth and support business unit strategic objectives
Prospect and develop new clients and partners, while maintaining and expanding existing client and partner relationships
Lead complex pursuit and capture teams, including development of capture strategies, win themes, and execution plans
Take opportunities from early identification through bid submission and into execution
Support the positioning and development of CAE capabilities within the Canadian defence and security market, with a focus on the Naval domain
Collaborate with engineering, product, and operations teams to develop innovative solutions and deliver strategic sales presentations
Work with CAE’s global offsets organization to develop effective industrial and technological benefit (ITB/offset) strategies
Assist and, where required, lead bid and proposal teams to prepare and submit competitive proposals
Conduct preliminary financial analysis and prepare business cases and presentations for senior management
Maintain awareness of competitive offerings, emerging technologies, and market trends
Provide executive and cross‑functional stakeholders with visibility into key opportunities, sharing subject matter expertise as required
Manage approved pursuit budgets and related expenses
Minimum Qualifications
Bachelor’s degree in engineering, physics, computer science, mathematics, or a related technical field, or equivalent practical experience
Minimum 12 years of experience in the Canadian Defence and Security industry
Minimum 6 years of experience with Canadian defence procurement processes
Strong knowledge of the Naval domain and maritime operations or technologies
Demonstrated business development, capture management, and strategic planning capabilities
Ability to lead cross‑functional, agile, and international teams
Excellent written and verbal communication skills
Proven ability to collaborate with OEMs, industry partners, and internal stakeholders
Eligibility to obtain and maintain a NATO SECRET security clearance and Controlled Goods clearance
Eligibility to work in Canada (Canadian Citizen, Permanent Resident, or valid work permit)
Ability to travel within Canada (approximately 25–40%) and internationally as required (approximately 10%)
Preferred Qualifications
Master’s degree or MBA
Prior Naval service experience in Canada or an allied country
Established professional network within the Canadian defence industry, including DND, PSPC, ISED, or equivalent public safety and security organizations
Bilingualism (English and French)
Experience developing strategic alliances, joint ventures, or acquisition initiatives
Advanced financial and market analysis skills

$129,400K - $179,400K
