Summary of responsibilities:
The Senior Advisor, Procurement and Contracting is responsible for providing advice, and leading the full procurement life-cycle for complex, high-value, and strategically important requirements, often involving sensitive or high-impact considerations, necessary to support the organization in meeting its operational objectives with considerable autonomy. The position is responsible for developing and implementing procurement strategies that promote transparency, openness, fairness, and value for money, while ensuring compliance with CATSA’s Procurement and Contracting Policy, applicable procedures, trade agreement obligations, approval authorities, and broader Government of Canada initiatives as implemented by CATSA.
The Senior Advisor, Procurement and Contracting performs all other duties and responsibilities related to the position as required.
What you need to succeed
To qualify for the position, you must have:
Graduation from a recognized college or university with a specialization in Commerce, Procurement, Supply Chain Management, Business Administration, Public Administration, or another speciality relevant to the duties of the position.
A minimum of six (6) years of experience in the procurement field.
A minimum of four (4) years of experience providing procurement advice and assistance to clients and interpretating policies and procedures.
In-depth knowledge and experience of the full procurement life cycle for goods and services, including analyzing requirements, determining procurement method, preparing procurement documents, requests for proposals (RFPs), evaluation processes, negotiations, and contracts.
Experience formulating, reviewing, and writing complex contracting documents, including requests for proposals, evaluation reports, contracts, and standing offers.
Experience leading negotiations with external parties.
Knowledge of emerging trends and best practices in procurement and contracting.

Valuable skills include:
Experience working in a federal public sector, Crown corporation or regulated procurement environment.
Experience applying trade agreement obligations, Buy Canadian requirements, Canadian content considerations, supplier eligibility rules or domestic preference measures in procurement planning and solicitation documents.
Experience using procurement systems, enterprise resource planning tools, document management systems, reporting tools or data analytics to support procurement planning, tracking, and reporting.
Supply Chain Canada certification or other certification relevant to the duties of the position.
Knowledge of the Government procurement environment.
Knowledge of contracting for IT related goods and services.
Knowledge of acts and regulations that govern procurement and contracting activities in Canada, such as Official Languages, Accessibility, Privacy, Contractor Security.
Knowledge of CATSA's mandate and priorities, as well as an awareness of relevant legislations impacting CATSA
Knowledge of the aviation industry and the related regulatory and security issues.
Specific work requirements :
Ability to obtain and maintain a Secret security clearance; and
Be a Canadian citizen or permanent resident.
