Senior Policy & Program Advisor – Digital Modernization Job Description
Location: Hybrid within the National Capital Region (NCR). Office space may be provided at a client location in Gatineau, QC, with the option to work remotely within the NCR.
Compensation: Expected hourly rate of $75.00 - $90.00 per hour
, based on qualifications, experience, security clearance, and final contract pricing.
Provide senior-level policy, program, and procurement advisory support for digital modernization initiatives within a complex public sector environment.
- Support procurement planning and strategy development for digital modernization initiatives.
- Prepare Statements of Work (SOWs), evaluation criteria, and procurement documentation for professional services procurements.
- Provide strategic advice on procurement approaches, risks, and trade-offs.
- Recommend appropriate procurement vehicles, including task-based contracts, standing offers, supply arrangements, and competitive solicitations.
- Support governance activities and ensure compliance with Government of Canada procurement policies and departmental requirements.
- Collaborate with business, IT, procurement, and project stakeholders to align procurement activities with approved business outcomes and delivery timelines.
- Develop procurement strategies aligned with business cases, investment authorities, delivery schedules, and risk profiles.
- Draft procurement evaluation tools and supporting documentation for Information Management and Information Technology (IM/IT) initiatives.
- Support governance approvals by preparing clear documentation, analysis, and recommendations.
- Provide analytical advice and strategic recommendations to support complex digital transformation projects.
The bidder must demonstrate that the proposed resource has a minimum of five (5) years of experience providing senior-level policy, program, and advisory support within complex public sector environments.
This experience must include:
- Supporting high-complexity or high-risk initiatives.
- Providing analytical judgement, options analysis, and advisory support to senior management on professional services contracting matters.

- Providing administrative support throughout IM/IT solicitation and contract management processes.
