JOB DESCRIPTION:

The Consultant will be responsible for providing the following Services to the Bank:

Under the direction of the Director, Currency Policy and Research;

  • Provide project management expertise and governance support for the Cost of Payments Study and the Cash System Governance project; by establishing, implementing, and maintaining fit-for-purpose project governance and delivery structures, enabling accountability and timely progress
  • Establish, implement and maintain project governance frameworks, processes, and reporting mechanisms for both initiatives
  • Collaborate with project teams to develop, maintain and monitor project workplans for each initiative, including timelines, dependencies, risks
  • Ensure changes to project scope and deliverables are appropriately documented, reviewed and managed through established governance
  • Coordinate inputs across multiple internal stakeholders and partner areas, ensuring alignment on objectives, deliverables, timelines, responsibilities and stakeholder expectations
  • Support the planning and execution of senior-level governance forums and briefings, including the preparation of materials, tracking of decisions, action items and follow-up activities
  • Ensure the effective administration and execution of project governance arrangements, delivery planning processes, and project execution controls across both initiatives
  • Other related activities and deliverables, as required

Qualifications & Skills:

The Consultant should have the following qualifications and skills:

  • University degree or college diploma in policy, public administration, economics, business or a related field
  • A minimum of five (5) years of recent, demonstrated work experience in project management, including managing non-IT related projects
  • A minimum of five (5) years of recent, demonstrated experience managing complex, multi‑stakeholder initiatives with evolving scope while maintaining continuity, including documenting and managing changes to scope and deliverables.
  • Demonstrated knowledge of project management methodologies, governance best practice and change control processes, with the ability to apply them effectively to support successful project delivery
  • Demonstrated ability to design and implement project governance structures
  • Demonstrated strong judgment in identifying, assessing, prioritizing, and escalating risk and issues to support effective decision-making and timely resolution
  • Demonstrated ability to build and maintain credibly, effective relationships with senior subject‑matter experts and stakeholders, fostering alignment, accountability, and timely achievement of project objectives
  • Demonstrated ability to communicate clearly and effectively with diverse stakeholder groups, particularly in governance and senior‑level contexts
  • Demonstrated experience working in multidisciplinary environments involving research, policy, operations, technology, and external stakeholders
  • Demonstrated experience stabilizing, recovering, and successfully delivering in-flight projects by addressing governance gaps, resolving issues, realigning stakeholders, and re‑establishing clear delivery plans and accountabilities
Additional Qualifications:

The following will also be considered:

  • Project Management Professional (PMP), PRINCE2, Agile, or other recognized project management certification
