About the Opportunity

LRO Staffing is recruiting on behalf of a confidential public sector organization seeking experienced Senior Procurement Advisors to join a growing Corporate Procurement team.

This is an exciting opportunity to support a high-profile, large-scale initiative within a fast paced and collaborative environment. Working alongside experienced procurement professionals, you will lead complex procurement activities from planning through contract award while partnering with stakeholders across multiple business areas. The successful candidate will have the opportunity to contribute to a broad range of procurement initiatives involving professional services, information technology, software solutions and other corporate goods and services.

Duties include but are not limited to:

  • Lead end to end procurement activities, from requirements gathering through contract award and administration
  • Develop procurement strategies that align with organizational objectives while mitigating procurement and commercial risk
  • Prepare Statements of Requirements, evaluation criteria, procurement plans and solicitation documents, including RFIs, RFQs, RFPs, limited tenders and non competitive procurements
  • Conduct market research and supplier analysis to identify qualified vendors and appropriate procurement approaches
  • Manage competitive procurement processes, including bidder communications, evaluations, negotiations and contract award recommendations
  • Collaborate with legal counsel in the development, review and negotiation of contractual agreements
  • Coordinate contract amendments, renewals and ongoing contract administration activities
  • Build strong relationships with internal stakeholders while providing strategic procurement advice throughout the procurement lifecycle
  • Prepare procurement reports, briefing notes and recommendations for senior management
  • Ensure compliance with applicable procurement legislation, trade agreements, internal policies and governance requirements
About You

The successful candidate will have the following:

  • Post secondary education in Business Administration, Commerce, Finance, Law or another related discipline, or an equivalent combination of education and extensive procurement experience
  • Minimum eight years of progressive experience managing complex public sector procurement initiatives
  • Demonstrated experience managing the complete procurement lifecycle from planning through contract award and contract administration
  • Experience preparing Statements of Requirements, evaluation methodologies and competitive solicitation documents
  • Strong experience conducting complex competitive procurement processes, negotiations and contract management
  • Experience providing strategic procurement advice to internal clients and senior stakeholders
  • Experience with in a Crown corporation, broader public sector organization or the Government of Canada is considered a strong asset
  • Candidates with broad procurement experience are preferred over those whose experience is limited to call ups, standing offers or supply arrangements
  • Experience procuring professional services, information technology, software solutions and corporate services is highly desirable
  • Fluency in both English and French is mandatory

  • Location: Ottawa, ON or Montréal, QC
  • Travel: Occasional travel within Ontario and Québec may be required to support procurement activities, evaluation sessions and stakeholder meetings
