Our public sector client is seeking a Senior Change Management Consultant to support Indigenous Relations and Reconciliation Action Plan initiatives using change management frameworks and stakeholder engagement
This role supports a high-profile reconciliation initiative within a complex enterprise environment involving executive sponsors, VP-led workstreams, and cross-functional stakeholders. The consultant will provide strategic and practical change management support focused on stakeholder alignment, readiness planning, governance support, and reconciliation-related initiatives. The engagement includes collaboration across Indigenous Business Strategy, Sustainability and Risk Management, People, Culture and Operations, and Corporate Relations and Engagement workstreams.
The position requires experience operating within sensitive stakeholder environments involving Indigenous relations and reconciliation commitments.
Contract, Ottawa, Hybrid, 2 days onsite
Contract duration: 6 months
Must Haves
7+ years in organizational change management for enterprise-wide initiatives,
cross-functional teams, and governance forumsChange strategy

, and change risk managementExecutive stakeholder engagement, VP-level support, facilitation, and development of executive-ready materialsExperience supporting Indigenous engagement or reconciliation action planning initiativesReliability Status clearance or eligibility to obtain clearance before contract start (must be in Canada for 5 years consecutively with extended leave)Nice to Have
Experience working with Crown corporations, public-sector organizations, financial institutions, or regulated environmentsExperience supporting executive governance, reporting frameworks, or portfolio coordinationBilingualism in English and FrenchProsci, CCMP, or equivalent change management certificationResponsibilities
Lead the development of a change management approach for the Indigenous Relations and Reconciliation Action PlanSupport sponsor, VP lead, workstream lead, and stakeholder engagement activities through facilitation materials and decision supportsDefine stakeholder impacts, readiness considerations, change risks, dependencies, and mitigation actionsCoordinate change activities across multiple workstreams including Indigenous Business Strategy and Sustainability and Risk ManagementDevelop change management tools, templates, engagement plans, reporting inputs, and communication supportsIdentify risks, barriers, alignment gaps, capacity concerns, and stakeholder readiness issues and recommend mitigation strategiesProvide senior-level change management advice related to sponsor engagement, stakeholder alignment, adoption risks, and capability-building needs
