How will you contribute?

The Comptroller is the Deputy Chief Financial Officer (DCFO) for the Senate and is accountable for establishing and managing the strategic and business frameworks that govern the delivery of financial management operations for the Senate across the full range of activities, encompassing financial policy, resource planning, expenditure management, internal controls, financial forecasting and reporting, accounting and costing. The DCFO provides strategic advice and guidance to the CFO and the Clerk of the Senate for the implementation, application and continuous renewal of the Senate’s operational and financial control frameworks, processes and systems for financial management.

The Comptroller formulates and recommends funding strategies to meet client portfolio financial requirements in the short, medium and long-term. The DCFO is a key contributor to the development of strategies and processes focused on results and prudent resource utilization by the Administration and senators.

Responsibilities include promoting and advancing the continued modernization of the financial accountability framework to reflect best practices and the evolving directions of central agencies, as well as to ensure enhanced services to the Senate in areas of financial comptrollership, including financial management policies, processes and standards for both Senators and the Senate Administration. The Comptroller is also accountable for ensuring the quality and integrity of the Senate’s financial records, and leading the Public Accounts activities, including report of senators’ individual expenditures.

The general public to staff one (1) indeterminate full‑time position in the Finance and Procurement direction.

This selection process may be used to staff determinate or indeterminate positions at the same level with similar requirements.

The cover letter should also demonstrate how they meet the position’s qualifications by describing their relevant experience and specifying the dates or periods during which that experience was acquired.

Prerequisites

  • Professional certification as a professional accountant with a professional designation (CA, CMA, or CGA);
  • A minimum of 10 years of demonstrated work experience in exercising financial comptrollership in a complex and multi‑faced organization;
  • Extensive experience in directing the strategic and operational financial administration activities of an organization across all disciplines of financial management, including team management;
  • Extensive knowledge of theories, concepts, principles and best practices in all fields of financial management, as well as experience in areas of policy development, financial planning, budgeting and forecasting, costing, accounting, internal controls, as well as systems and reporting;
  • Extensive knowledge of Public Sector Accounting Standards (PSAS) and the sections of the Canadian Institute of Chartered Accountants (CICA) Handbook;
