Purpose of the Position:
As an integral part of the CEIU National Office team, the Director of Finance and Administration’s role is to oversee all accounting and financial management including budgets, cash flow and expenditures and investments for the National and Regional offices. This function also oversees and controls the distribution of funds to the regions as well as to the locals.
This is an excluded position that reports to the National President.
Key Duties- Coordinating and directing the accounting, finance, and budget management functions for CEIU.
- Overseeing, approving, and reconciling expenditures for staff and elected officials.
- Overseeing payroll reporting and remittance to government agencies, including the production of T4s.
- Approving accounts payable nationally, regionally, and locally.
- The financial management of the National and Regional Union Offices (RUO’s).
- Reconciling and processing financial statements for the National Office, National Executives as well as RUO’s and standing committees.
- Liaising with government bodies, such as the Canada Revenue Agency and PSAC, as required.
- Monitoring and reporting on financial operations and performance to ensure compliance with budgets, policies, and regulations.
- Prepare reports for the National President, standing committees.
- Ensuring financial compliance with all Revenue Canada and all related legislatures.
- Making recommendations on financial matters.
- Providing financial analysis for product investment decisions and investment reviews.
- Liaising with the external Auditor 4 to 5 times per year.
- Supervises the work activities of three to four (3-4) subordinates.
- A minimum of 5 years of experience of complex financial management
- A professional designation in account such as CPA-CA, CPA-CMA, CPA-CGA.
- Knowledge of investment practices and opportunities.
- Extensive knowledge of all aspects of corporate accounting and financial management, ensuring the highest standard for accuracy of information, is required.
- Thorough knowledge of all federal and provincial regulations regarding financial records and union finances is essential.
- Must have the ability to incorporate internal approval protocols and union by-laws, policies, collective agreements as well as analyze funding and future needs.
- Strong computer literacy in SAGE 300 (advanced level), MS Word, Excel (advanced level), PowerPoint, Outlook, as well as the ability to operate other office equipment, e.g., postal meter, phone system, projector, photocopier, printer. Proficiency with Unionware would be an asset.
- High degree of judgment, initiative, discretion, analytical skills, critical thinking, flexibility, and responsiveness.
- Strong organization skills and the ability to effectively multi-task.
- The ability to solve problems effectively, diagnose a situation and challenge ordinary thinking and the status quo.
- Excellent verbal and written communication skills as well as a high degree of people skills and the strong ability to maintain confidentiality.
- Must have the ability to interpret and explain financial information and reports, verbally and in writing, to staff and members at all levels.
- Aptitude to supervise.
