WOCRC is a not-for-profit organization that brings care and community together. Since 1986, we have worked with community partners, volunteers, and staff to provide and coordinate accessible health and social services for all ages in western Ottawa. We collaborate with local partners to reduce barriers, strengthen community wellbeing, and respond to evolving needs. Our community-based, person-centred service delivery, supports our clients and builds a stronger, more connected community—one where people can access timely support, feel a sense of belonging, and thrive.
THEOPPORTUNITY
Join WOCRC’s Management Team and lead people practices that support high-quality programs and services across western Ottawa. As Manager, Human Resources and Labour Relations, your expertise will strengthen organizational health as you advance systems and best practices in a diverse culture where valued employees feel able to do their best work. We will provide professional development and growth opportunities, including training and initiatives that build leadership capacity and support career progression.
In our unionized environment, you will support positive labour relations and provide expert, strategic advice and hands-on support on all matters related to collective bargaining, collective agreement interpretation and administration, compliance, grievances, and arbitration. This posting is for an existing position that has recently become vacant. The role is in-person at WOCRC’s offices, and the selected candidate will be expected to work on-site five days per week.
YOU’LL ACCOMPLISH
- Be a strategic HR leader who shapes WOCRC’s people practices, partnering with the Management Team to strengthen organizational capacity and support excellent service delivery
- Build relationships with leaders, employees, and union partners to foster a respectful, solutions-oriented workplace and strong labour/management collaboration
- Strengthen the employee lifecycle with hiring, onboarding, engagement, and retention that attracts and supports a diverse, high-performing workforce
- Lead proactive, fair, and compliant labour relations by guiding interpretation and application of the collective agreement, supporting investigations and grievance resolution, and contributing to bargaining readiness and outcomes
- Advance a total rewards framework (including pay equity, job classification, and benefits administration) grounded in transparency, compliance, and operational sustainability
Recruitment, Hiring, and Onboarding
- Strategize workforce planning by understanding management needs, developing recruitment, and building pipelines for retention and succession
- Manage end-to-end recruitment for key roles (including managerial, exempt, and professional) in collaboration with hiring managers
- Ensure a consistent, welcoming, and effective onboarding and orientation experience across departments and programs
